ITANAGAR, Jun 2: The first cabinet meeting of the newly formed state government headed by Pema Khandu has taken a series of major decisions aimed at revamping the education sector and reinforcing the law & order situation of the state.
The cabinet has decided that Pre Board exams for Class X and XII will be conducted in December and those securing less than 33% marks and having below 75% attendance shall not be permitted to take the CBSE Exams. All out-of-turn promotions in the education department will be revoked forthwith and from now on there will be only one Director for School Education by merging the post of Director Elementary Education and Director Secondary Education. Under Integrated Scheme for School Education (ISSE), only one District Project Coordinator per district will be appointed through a fresh transparent selection process. Secretariat and Directorates will be made paperless e-offices for effective decision-making and e-HRMS module will be adopted for effective rationalization of transfers/postings. Identity cards will be issued to all teachers, both regular and contractual and photos of all teachers in all Government and Government Aided School notice boards have to be displayed compulsorily. In order to streamline the process of granting scholarships to eligible students, the administrative part from SJETA shall be transferred to the Education Department. Tele- Education (Virtual Classroom) in GHSS and GHS schools will be started in a phased manner and Annual Conference of Heads of Schools will also be arranged.
Free text books will be provided at the start of academic year, doing away with ‘Book Return Policy’. Decision to provide two sets of free Uniforms (School Shoes, Socks, Belt, Tie, Sweater and Bag) to all students has also been approved in principle. Laptops, Printers and Scanners will be provided in 285 GSS and GHSS. First Law College at Jote will be started in July 2019 and Govt Model Degree College at Palin will also be commencing this year.
Stipend to all eligible students studying in Elementary Classes will be released only through DBT mode and the best Deputy Commissioner achieving excellence in education sector will be awarded Gold Medal. Model Residential Schools are also planned to be strengthened and for discipline and nation building, National Cadet Corp, National Service Scheme and School Police Cadet shall be raised. Also, a timeline of 3 months has been set to frame a comprehensive State Education Policy.
A good number of decisions have also been taken to strengthen the law order situation of the state. To strengthen the Arunachal Pradesh Police, cabinet took note of the manpower requirement and decided to create additional manpower of Civil Police in a phased manner and for the current financial year 2019-20, 1000 posts at different levels in APP will be created. Emergency Response Support System shall be made operational by July 31 next and IRBn personnel will be posted on a rotational basis.
Also, in a major decision, the cabinet has decided to hand over the May 21 annihilation case of Tirong Aboh and 10 others to the National Investigation Agency. As a mark of respect to the departed souls, the cabinet has also approved to provide a Group C job in the state government and Rs. 20 lakhs as ex-gratia to the next of kin of the deceased.
In the Ojing Tayeng case, the reward for giving information of culprits has been increased from Rs. 1 lakh to Rs.3 lakhs.It has also been decided to expedite and complete investigations of the Toko Yame and Ngurang Pinch cases immediately. CMO Press Release
