ITANAGAR, Jul 8: Department of Finance, through a circular issued on Thursday has announced that GoAP has initiated a slew of measures to ensure timely payment of wages to the contingency/daily wager/muster roll/contractual/ outsourced workers in different departments/organizations under the state government and timely release of old age pensions, stipends/scholarships to the students.
As per the circular, every contingency/daily wager/muster roll/contractual/outsourced worker engaged in any establishment is required to be paid wages for the previous month latest by the seventh day of next month if the establishment has engaged less than 1000 persons/ workers and by the tenth day of the next month, if the establishment has engaged more than 1000 workers. In order to facilitate timely payment of wages to the contingency/ daily wager / muster roll/ contractual/ outsourced workers, especially those who are engaged under central government and state government schemes and timely payment of old age pension/ stipends/ scholarships to the students, it has been decided that advance payment for the first quarter of the Financial Year will be made by the Finance/Planning Department to the departments upon receipt of detailed proposal(s) with full justification till April 7 of the relevant financial year to ensure that payment is paid as per prescribed timelines.
The advance payment for the subsequent quarters of the FY shall be released by the Planning/Finance Department to the concerned departments as per due procedures upon receipt of detailed proposal(s) with full justification till the 7th day of the quarter in which the payment is being made from the concerned department along with Utilization Certificates for the immediate preceding quarter (i.e. 1st quarter in case of making payment for 2nd quarter) and on receipt of funds for such immediate preceding quarter from the GoI in case of Central Schemes. Concerned Departments shall send the Utilization Certificates in advance for the same, the circular mentioned.
The concerned Principal Secretary/Commissioner/ Secretary /Deputy Commissioner/HoDs has been entrusted to ensure that the above-mentioned payments are made in a time-bound manner and proposals as mentioned above are submitted in advance to the Planning/Finance Department. Such officers shall certify by the 11th day of every month that such payments have been paid for the immediate preceding month and submit a certificate to this effect to the Planning Department and any failure in this regard shall be viewed seriously and the concerned  officers failing to ensure the same will be liable for initiation of disciplinary proceedings, the circular read.
It shall also be the responsibility of the concerned Principal Secretary/ Commissioner / Secretary /Deputy Commissioner / HoDs to ensure the availability of details of every contingency/ daily wager/muster roll/ contractual/outsourced worker engaged in such State/Central schemes and of old-age pensioners, the circular has detailed, also making it compulsory that scholarships/ stipends to the students must compiled along with the details of monthly expenditure latest by July 19, 2021.
