ITANAGAR, Dec 30: A de-briefing session for the Observers and Nodal Officers engaged during the just-concluded simultaneous Panchayati Raj and Municipal elections was organized by the State Election Commission today here at the Dorjee Khandu Convention Hall. 
Secretary, State Election Commission (SEC) Nyali Ete invited the Observers to give feedback out of the experiences drawn from their recent election duties so as to work out a constructive set of suggestions for further improvisation of the entire mechanism involved in the election process of the state’s local bodies. 
Many Observers suggested that the feedback be compiled and forwarded by the SEC to the government for needful action. Some of the important feedback were related to thorough examination of the Panchayat and Municipal Act and Rules and their amendment wherever required. Other feedback included periodic training of election related officers and officials, restructuring of staffing patterns in the SEC, setting up of proper state-of-the-art infrastructure in the State Election Commission in conformity to its high constitutional status at par with the Election Commission of India.
Chairing the programme, State Election Commissioner Hage Kojeen in his keynote address expressed his appreciation to the Observers for having shouldered the responsibilities with dedication that resulted in a by and large free, fair and peaceful election. Earlier, he informed that this was the first time that Observers for the PRI elections were appointed from among the senior officers of the rank of Joint Secretary and above. 
While giving his views on various aspects of Panchayat and Municipal Acts and manuals, Kojeen agreed to the feedback highlighting the need for amendments to the Panchayat and Municipal Acts and Rules.
He further informed that the process of simultaneous elections to the Panchayati Raj and Municipalities is almost over except for 4-Hawai North ZPC in Anjaw district where polling will take place on January 11 next and one ZPC in Vijoynagar. 
Another 114 GPCs now falling vacant due to various reasons will be taken up for election in the next phase, he added.
