NAHARLAGUN, Mar 11: The state electoral machinery has swung into action immediately after the announcement of date for simultaneous assembly and parliamentary elections in Arunachal Pradesh, which is slated on April 11.
This was evident when the state’s Chief Electoral Officer Kaling Tayeng convened a press conference today at the Nirvachan Bhawan, in the capital and made a passionate appeal to the representatives of political parties and members of the media fraternity to adhere strictly to the Model Code of Conduct (MCC) to ensure an absolutely free and fair election in the state.
Seeking their cooperation and support, the CEO highlighted some of the important facets of electioneering processes and urged all the stakeholders to be vigilant and alert to thwart electoral malpractices by some contesting candidates, their supporters and also by potential unscrupulous people.
There were an exhaustive set of guidelines enumerated today by the state election commission which form the essential aspects of the MCC. Among them, it would be an aim to ensure that there are no defacements of government, public and private properties and no misuse of public spaces.
There will also be a total ban, subject to certain exceptions, on use of official vehicles by any political party, candidate or any other person connected with election except for officials performing any election related official duties.
There will also be embargo on advertisements in electronic and print media highlighting the achievements of the government at the cost of public exchequer, as per the current ECI electoral norms.
Flying squad, FST, video team, intensive checking for liquor/cash/contra banned drugs, flying squads of excise department to check illicit trafficking of drugs/narcotics have been pressed into action.
Guidelines for pre-certification of political advertisements have also been issued. It shall also now be incumbent on the part of the ministers to follow the rules regarding use of official logistic machinery or personnel.
There shall also be a total ban on the transfer of all officers/officials connected with the conduct of the election. 
VVPAT will be used for the time in the entire state except Likhabali and Pakke-Kessang, informed the CEO.
New IT applications like C-vigil, wherein voters can download app from Google Playstore and upload complaints with photographs or videos are the technological additions. Static cameras will also be placed in all the critical polling stations.
ECI has given a tag ‘Maha Tiyohar’ to elections 2019 and as such the CEO has urged all the citizens of the state to play their part in building nation by exercising their franchise.
