PASIGHAT, Jul 18: The East Siang district administration today termed the 10-hours bandh called by Legong Bango Students Union on July 19 as "uncalled as action has been initiated in all matters listed in their Charter of Demands."
Eviction against illegal land encroachers within earmarked Sille township – Proceedings were initiated and several notices for eviction as well as hearing for Claims & Objections were served to encroachers and land owners as per Government Notification no.LM-343/2016/903 dated 19/09/2019 issued by the Secretary, Land Management, Government  of Arunachal Pradesh. However, High Court, Itanagar Permanent Branch, Naharlagun in an order dated 11/11/2020 stayed the operations of the Government Notification and eviction notices, on an application filed by some of the respondents. Accordingly, the entire proceedings were halted in compliance of Court Order. However, a Counter Affidavit has been filed by the District Administration in High Court for vacation of Court Order so that proceedings of eviction and hearing of claims & objections could be restarted.
Action against government employees found land encroachers- Show-Cause notices have been issued to all government employees found to have encroached on government land. Further, all Head of Departments have been issued notices not to grant NOC to encroachers for MACP etc.
Revocation of LPC issued under notified area- Hearing was initiated by Deputy Commissioner, East Sing and process for cancellation of LPCs in notified area was started but as concerned person petitioned the High Court and the matter being sub-judice, cancellation couldn’t be done at that time. Contempt of Court notice was also issued against Deputy Commissioner, East Siang and Circle Officer, Sille-Oyan for failure to abide by Court direction to demarcate the boundaries of LPC issued land in the Notified area. Therefore, in compliance with Court order, the boundaries were demarcated.  However, a Committee has been constituted by the Deputy Commissioner for examining the feasibility of cancellation of LPCs issued in notified area but because of COVID-19 situation, the matter couldn’t be taken up as was initially planned.
Earmarking and  issuance of LPCs to all schools within 37th AC- Earmarking of listed schools had been done and relevant documents like sketch maps etc have been submitted to Education Department, which  has to apply  for LPC as per laid down provisions.
Additional Police Personnel at Kemi Check Gate—the matter has already been brought to the notice of SP, East Siang. 
District Administration has also taken cognizance of demolition of government quarter of Veterinary Department, Sille and proceedings have been initiated by the administration under relevant laws. An FIR has also been registered at Police Station, Sille.
The DA in a release said that it is aware of the sensitivity and genuineness of the Sille Township issue and has taken every step in its capacity to give effect to 2019 Government Notification. Thus, the administration has exhausted every effort at its level and in its legal fight with Guwahati High Court has faced Contempt notice twice from the Court. Therefore, District Administration, East Siang appeals to everyone to uphold the rule of law. At a time when entire district is battling COVID-19 crisis at its peak, the collaboration and support of all stakeholders is highly solicited including common denizens, student unions, NGOs, PRI members, etc. Eviction process will be started once stay is vacated by the High Court.

East Siang DA also stated that regulations has been issued to adhere to Covid appropriate behavior under which public gathering has been restricted and the said organisation has not sought permission from the District Administration regarding peaceful protest. DIPRO
