ITANAGAR, Jul 9: Dr. Joram Begi was today accorded a warm farewell on his retirement from the post of Chief Information Commissioner of Arunachal Pradesh Information Commission by Chief Minister Pema Khandu.
Felicitating Dr Begi in a simple function, Khandu wished him all the best for his ‘third innings’. Dr Begi had earlier retired as the Director of Higher and Technical Education, Government of Arunachal Pradesh before being appointed as the Chief Information Commissioner. “I deeply appreciate your efforts in bringing several key changes in the Commission for citizens to have easy access to information and providing speedy justice to the aggrieved,” he said, while acknowledging the outgoing CIC’s contributions in improvement of the state’s education scenario during his stint in the education department. 
The CM said he would be looking forward to suggestions of any kind from Dr Begi for the welfare of the state. Dr. Begi was sworn in as the Chief Information Commissioner (CIC) on July 10, 2016 and it was due to his efforts the image and efficiency of the Commission improved significantly. Shifting of the Commission’s office to the current premises in a premier location between the State Civil Secretariat and Legislative Assembly was one of the many highlights of his tenure. Under his tenure, awareness programmes on RTI Act 2005 in almost all the district headquarters were conducted by the Commission besides annual conferences and to avoid pendency of cases during lockdown phases, the Commission also conducted regular hearings through online mode.

Brought up in a situation where there was no school, Dr Begi went on to become the first Master’s Degree holder from his community. Always known as a thoughtful community leader, besides being an excellent administrator and a good orator,  he is also regarded as one of the renowned educationists of the state. Before joining as the Director of Higher & Technical Education, he chaired many prestigious positions in the state government such as Principal of DNGC, Registrar of Arunachal University, Joint Director of Public Instruction (Higher Education) and Coordinator of the Indira Gandhi National Open University (IGNOU) Study Center. His research thesis for his Doctorate on “Growth and Evolution of Education in Arunachal Pradesh Since 1947” is considered as a seminal document. Besides authoring three books, the latest being “Dynamics of Higher Education-local, national and global” and over 20 articles, Dr Begi is a scholar  par excellence and was a member of the North East Zonal Cultural Committee, Dimapur, Sahitya Academy, New Delhi, Indian Institute of Public Administration, New Delhi, member, Indian History Congress, New Delhi and life member of North East India History Association.
The Commissioners, officers and staff of the Arunachal Pradesh Information Commission also organised a farewell event in honour of the outgoing CIC, wishing him a happy and healthy post-service life. CMO, APIC PR
