CHANGLANG, Nov 29: The Changlang district administration conducted a pre-Panchayat election awareness campaign and leadership training at Kantang circle here on Sunday.   
Circle Office (CO) Iken Lendo said that the people's participation is the essence of good governance in any election and is also the main motive of the awareness campaign. He said that the Block Level Officers (BLOs) cum Teachers will soon impart further training to the contesting candidates for Gram Panchayat Member (GPM) and Zilla Parishad Member (ZPM) at the village level. Stressing upon maintaining transparency and accountability of village development funds, Lendo said that the Right to Information (RTI) Act should be wisely used to check effectiveness of the government schemes, programmes and funds.      “RTI Act is to empower the youth, leader and public to check corruption. ‘Information’ is power, thus every citizen has a right to access information held by or under the control of the public authorities,” he said adding that the right should not be used for harassing heads of department or to blackmail.
Lendo also spoke on the evolution of Panchayati Raj Institutions (PRI) system, its merit and the reason behind the amendment of   two tier PRIs systems in the state from NEFA times to present in Arunachal Pradesh. He also highlighted the power and function of Gram sabha, GPM & ZPM, the role of PRIs in planning, decision making, implementing the project and schemes of the government etc. The campaign and training programme was attended by the public leaders, public along with all the heads of department from various line departments of the district.
