ITANAGAR, Aug 9: After much uproar on the issue of Covid fund management in the state, Chief Secretary Naresh Kumar on Sunday briefed the media to share the head-wise receipt of funds and their utilisation.
Addressing reporters, the Chief Secretary disclosed that state government has spent Rs 19.17 crore under SDRF which was released to the Deputy Commissioners for procurement of medical equipment, setting up of Covid Care Centres, check gates and quarantine facilities. He informed that Rs. 38 lakh was allotted to the PHE department for Dedicated Covid Health Center, Midpu and Rs 25 lakhs for transportation of returnees. Rs 3.6 crore was received from the PM Cares Fund for transportation of migrant labourers and Rs 2575 lakhs was released by the Central government under Emergency Covid Response Plan (ECRP) under NHM out of which Rs 1928 lakhs were utilized for procurement of diagnostic equipment, drugs, PPE, mobility support and IT systems, IEC, training, untied funds to districts and others.
An amount of Rs 325 lakhs was provided by the DoNER Ministry for Covid and the same was used to establish RT-PCR laboratory on turn-key basis at TRIHMS, CS informed, adding that funds amounting to Rs 1500 lakhs have been distributed to the districts under Mukhya Mantri Rogi Kalyan Kosh (MMRKK). State government has also utilized Rs 200 lakhs for procurement of oxygen, Rs 128 lakhs has been provided to the DMOs to meet POL and other needs and Rs 250 lakhs has been given to all the districts to meet the diet requirements.
Briefing on the Chief Minister’s Relief Fund, CS informed that at least Rs 2257 lakhs was received from various donors out of which Rs 1523 lakh has been utilized for purchasing TrueNat machines, management of stranded persons, disbursals to SPs, DCs, DMOs and for other expenses. Giving further details on procurement and fund utilization, he stated that Rs 350 lakhs was used for the establishment of RT-PCR lab and Rs 500 lakhs for consumables of the same. 
Regarding TrueNat machines, CS divulged that Rs 304.86 lakhs has been spent for procurement and Rs 197.13 lakhs for cartridges covering 25 districts. Rs 1260 lakhs was used to purchase 2.5 lakh Rapid Antigen Test kits,  Rs. 118.13 lakhs for testing of 3952 samples sent to Delhi and Rs 296 lakhs was used for establishment of ICUs at six locations in the state.
