Itanagar, Feb 4: Chief Secretary Satya Gopal today chaired the 3rd HPC-cum-State Level Sanctioning Committee on RIDF of the current financial year at the Conference Hall here in capital.
The High Power Committee (HPC) cum State Level Sanctioning Committee (SLSC) Meeting on RIDF was convened by the Finance, Planning & Investment Department, of the state government 
The meeting was attended by Secretary Finance Y W Ringu, Secretary Planning Himanshu Gupta, Secretary Animal Husbandary Bidal Tayeng, chief engineers and other senior officers of the implementing departments. GM/OIC, NABARD Dr Gyanendra Mani, AGM, NABARD Ashok Doolani and Gaurav Kumar represented NABARD in the said meeting.
 Secretary Planning & Investment Himanshu Gupta welcomed the participants and informed that Government of India has increased the borrowing limit of Government of Arunachal Pradesh to borrow from NABARD under Article 293(3) of Constitution of India from Rs 188 crore to Rs 251.71 crore for the current financial year i.e. 2018-19.
 Chief Secretary reviewed the physical & financial progress of all the on-going projects sanctioned under Tranche XIX (2013-14) to Tranche XXIII (2017-18) as well as the status of projects sanctioned under Tranche XXIV (during the current year). He specifically mentioned that all the implementing departments must submit the reimbursement claim by 15 March 2019 in respect of the projects sanctioned under Tranche XIX which is going to be closed on 31 March 2019. 
He urged the implementing departments to also submit the reimbursement claim in respect of other on -going projects particularly under Tranche XX & XXI if they have made substantial progress in respect of these projects.

He also advised all the implementing departments to ensure the grounding of projects sanctioned under Tranche XXIII (2017-18) immediately so that these projects do not slip into “Non Starter Projects” category.

He also requested the implementing department to submit the reimbursement claim in respect of 4 non-starter projects of Tranche XXII (2016-17) so that these can be categorized as on -going projects.
CS appreciated the implementing departments for good progress made by them in respect of implementation of RIDF projects.
Secretary Planning & Investment and Secretary Finance, requested the line departments to submit the PCRs if the projects have already been completed. They also suggested that all the implementing departments may submit the claim towards government share in respect of various ongoing projects to complete the projects as per the phasing schedule suggested by NABARD.
GM NABARD requested the State Government to submit the reimbursement claims as early as possible. He also requested the Government of Arunachal Pradesh to expedite the process of making arrangements for electronic payments & receipts under RIDF so that electronic transactions can be started by March 1 this year.
 The issues relating to early submission of proposal by State Government for financial support under National Adaptation Fund under Climate Change was also discussed. CS cell
