ITANAGAR, Jul 3: The All Arunachal Contractors’ Welfare Association (AACWA) has alleged that despite its several representations seeking implementation of the mass transfer and posting policies in the departments, the state government hasn’t initiated the said rules.
In a press release issued today, the AACWA said it had already served a legal notice to the Chief Secretary’s Office on July 15 last seeking implementation of the mass transfer and posting policy of Class-A&B officers within a time period of 15 days. The association has further added that with the deadline almost nearing its end, initiation of a PIL against the Chief Secretary’s office for violation of Transfer and Posting Rules 1998 has become necessary. AACWA has also questioned the delay in approval of the Minutes of the meeting chaired by MLA cum Advisor PWD (Eastern Zone) Phossum Khimum relating to the constitution of a committee to resolve the issues raised by AACWA for the interest of the local contractors. “AACWA opines that if the state government talks about AP District Based Entrepreneur’s Act 2015 then how they are implementing it in practical because still there are no Class-I II and III contractors under Arunachal PWD contractors from many constituencies in the state,” the release read, urging the state for proper implementation of the Act.
As per rules, district based entrepreneurs and professionals must be duly registered under the Arunachal Pradesh Contractors Enlistment Rules, 2008 in the appropriate class of category and the registration must be valid on the date of participation of tender.
