ITANAGAR, Nov 3: Expressing resentment over the amended notification of the Arunachal Pradesh District Based Entrepreneurs and Professionals (Incentives, Development and Promotional) Act 2020, the All Arunachal Contractors’ Welfare Association (AACWA) has urged the state government for an immediate modification based on its earlier suggestions.
Speaking to reporters here at the Press Club today, AACWA President Nabam Akin Hina stated that the amendment has been made on the basis of demands raised by some organizations and the work order limit has been raised accordingly from Rs 20 lakh to Rs 50 lakh. “ACCWA neither supports the demands nor objects to it, however, we want an immediate modification of the recently published amended notification within a stipulated time frame failing which we may have to weigh the legal option,” Hina said.
Pointing out the 'disagreeable points' of the amended Act, the AACWA President said that as there will be no tender process for works up to Rs 50 lakh, the registered Class-IV and V contractors will be deprived from participating in any of these projects as the central agencies never float tenders having such small work amounts. “The work order system may be beneficial to the upcoming entrepreneurs, but in most cases it will only benefit those persons having close connection with people in power,” he claimed, highlighting along with the need for proper rules and regulations for ensuring transparency regarding work awardee and the method followed therein. “There should be a limit on awarding of works, e.g. a particular firm can work only in three projects, else, a single individual can grab all projects using his political or bureaucratic clout,” Hina opined.
The AACWA President while informing that on various occasions the Association has suggested the state government to enhance the tender limit for Class V contractors from Rs 50 lakh to Rs 1 crore, for Class IV contractors from Rs 1 crore to Rs 2 crore and for Class III contractors from Rs 3 crore to at least Rs 5 crore, rued the new notification doesn’t reflect their proposals and has instead put the registered contractors on dilemma.
