ITANAGAR, Aug 7: The All Arunachal Contractors’ Welfare Association (AACWA) has appealed to Chief Secretary Naresh Kumar to revoke the order issued by his office on the strength of which no tenders will be floated till October 31 next.
In a letter addressed to the CS dated August 7, 2020, the AACWA while terming the said order (Office Memorandum No. PD (SPD)-21/CCI/2019-20(PT-I)3283 dated 4th August 2020) “anti-developmental”, has sought clarification whether it has received cabinet approval or not. Highlighting the practical difficulties the state’s contractors will be facing due to the order, the association reasoned that as the tender floating process will recommence only after October 31, its completion will take a minimum of 2-3 months, thereby causing delays not only in execution of various developments works in the state but also of their payments and the process of preparing Utilization Certificates (UCs) by the departments required to be sent to the Central government for further release of state development funds. The association has also compared the scenario with other states where tender floating processes are continuing uninterruptedly despite the Covid-19 pandemic.
Appealing the CS to recall the order for the already-sanctioned projects under both Central and State schemes, AACWA also stated that it would be compelled to apprise the matter to the Chief Minister and the Deputy Chief Minister if the appeal goes unheeded. AACWA PR
