NAHARLAGUN, Aug 1: Deputy Director of Legal Metrology & Consumer Affairs Department (DLM&CA) Daro Marbom while attending the interaction programme with the executive members of Consumer Rights Organization-Arunachal Pradesh today here at a city hotel, highlighted the responsibilities of the Voluntary Consumer Organization (VCO) and its legality.
Marbom said that there are a number of consumer organizations in the country serving the consumers and likewise CRO-AP should also try to make much impact among the people about consumer rights, adding that this can be achieved with the involvement of the youths in the organization who would work voluntarily with dedication. He also informed that being a part of an organization, one is not authorized to take any legal action on defaulters. “If CRO receives any complaint from a consumer, the organization can settle the problem amicably but if there is no fruitful outcome the matter should be further pursued to the concerned department,” he added.
DLM&CA further informed the CRO district members that if any case related to consumer rights violation is found, the organization can complain the District Consumer Protection Officer (DCPO). Assistant Controller KP Tago said that all the consumer related problems can’t be looked in a single day due to lack of officials and staff in few districts. The other reason is if a consumer complains to the department, legal action takes times due to which many people avoid complaining to the department, he added. “Without the public support in bringing change in consumer problems, the department is helpless,” he said. Informing that around 200 active organizations are working in the country with non-active the major part, he requested the district CRO to work voluntarily and not as a contractor. Speaking on consumer related rate fixation, Tago said that the consumer organization should also be included in it. Meanwhile, CRO-AP President appealed the district organization to work activity for consumer protection, rather than for money and self-interest.
He also proposed the DLM& CA for the creation of posts under FSS Act, 2006. It is statutory requirement that each district should have one full time designated officer under section 36 of the Act, but there is a lack of enough designated officers and food safety officers in the state, he added.
