ITANAGAR, Jul 27: A complaint was filed in the National Human Rights Commission (NHRC) against Rama Krishna Mission Hospital (RKMH), Itanagar for alleged medical negligence leading to the death of a woman and her newborn baby on April 9, 2020.
Speaking to reporters, husband of the deceased, Biju Saikia alleged that his wife Nang Kyanari  Khen and newborn baby boy died due to negligence of doctor and lack of proper healthcare during labour.
He said that, despite plea by the deceased and the attendant (deceased mother) to go for C- section, the nurse refuted stating that CS cannot be performed at night.
Narrating the incident of that ill-fated night, Sakia stated that his wife was admitted in the RKMH on April 9, 2020. And around 9.00 pm she requested for Caesarean section as the pain was unbearable and to call the doctor to perform the same. Unfortunately, neither the nurse responded well to the request nor the doctor came at that time, he claimed.
“Despite repeated plea of my wife and Mother-in-law, Nurse on duty refused to take my wife into labour room. However when water-broke in her bed, then only the nurses present decided to be shifted her to Labour room. Moreover, they also deprived her by not providing stretcher and forced her to walk upto Labour room," lamented Saikia.
After much request Saikia said that he was informed at around 12.00 pm about the stillborn baby. But there was no information about the condition of his wife, he alleged, adding that the doctor or the nurses should have at least informed the guardian about the condition of his wife. 
"Unfortunately after an hour later, the doctors informed me that my wife has passed away."
Saikia said that his wife and son could have lived if the doctor had come in time to attend to the surgery.  
“It is very unfortunate that, despite repeated requests by my wife for CS, the doctors performed the vacuum assisted delivery,” he said, adding that his wife knew that normal delivery was not possible in that situation.
He said that not every doctor is negligent to their duty but in this case there was negligence from the doctor and nurses' end. "I hope this never happens to anyone in near future,” he added.
Saikia even questioned the concerned doctor on the supply of 4 units of blood to his wife after the vacuum assisted delivery.
He said, according to the doctor, there was no bleeding before and after the delivery. Then, for what purpose the 4 units of blood were given to my wife in just 2 hours, he questioned?  
“My wife and son succumbed to death due to their careless and reckless behavior of the medical staff. The guilty must be punished and l request the state government to investigate the case,” he said.   
On the other hand, the state Vice president of North East Human Rights Organization (NEHRO) Advocate S.D Loda informed that a complaint has been filed by NEHRO in the National Human Rights Commission (NHRC) which has been accepted.  
While condemning the negligence by the nurse, Loda said that, if there was no complicacy in the delivery, then why did the incident happen? He said, according to the reply from the hospital, there was no complicacy in the delivery.
According to the reply on the incident by the RKM hospital, the doctors had arrived by 11.00 pm in the night. The reply further stated that there was an abnormality in the case.  
“It is very obvious that there will be abnormalities when the deceased has been pleading for CS since 7.30 pm and the doctor arrives at 11.00 pm,” he said while adding that the unfortunate incident occurred due to unpunctuality.
He also requested the Indian Medical Association- Arunachal Pradesh (IMAAP) and state doctors association to take up the issue seriously.
When contacted, the secretary of RKMH for his comments on the incident, he refused to comment on the issue as the case is sub-judice in National Human Rights Commission (NHRC).
