ITANAGAR, Jun 27:Chief Minister Pema Khandu today released a book on ‘Prosecution of forest offenders in Arunachal Pradesh’ authored by PCCF GN Sinha, in presence of Speaker Tenzing Norbu Thongdok.

Khandu in his remark appreciated Sinha for taking pains to incorporate the amended Act of 2005 of Assam Forest Regulation 1891 into the parent Act through this book.

‘Sinha has skilfully integrated the amended Act into the body of 1891 Act to address the challenges and controversies arising from the field,’ he said.

The Chief Minister expressed hope that the book will be of great help in understanding forest law in Arunachal and will be a useful guide for the forest officials, lawyers and judicial officers to read the Act at a glance and apply them in prosecuting forest offenders.

“This is of utmost importance as mere presence of good law is not enough. Their translation on ground depends on the ability of forest officials to understand the law and skill in the procedure of prosecution,” said the Chief Minister.

He expressed happiness that the forest officials in the state are now armed with appropriate legal powers to deal with forest offenders and prosecute them by facilitating speedy trial under the new provisions. 

He suggested the forest department to organise regular training for field officers on the current forest law in force in the state.

Sinha in his remark said the amendment of 1891 Act was long overdue for Arunachal, which has been done following directions from Supreme Court in 1998. The book presents a deep understanding of the forest management from multiple perspectives to deal with realities and challenges when implementing forest laws in the state, he added.
