ITANAGAR, Jun 22: The WCD Employees Forum which represents the employees of the state’s Department of Women and Child Development today in a meeting with WCD Minister Alo Libang apprised him about the necessity of an immediate rollback of the Public Financial Management System (PFMS) mode of payment of salary, honorarium and other liabilities which is causing inordinate delay in the disbursement process.
While informing the Minister that the PFMS mode has been introduced by the WCD department w.e.f November 2017, the forum regretted that since then the employees have received their salaries on time in just eight occasions out of 44. Uncertainty in disbursement of salaries is affecting almost all these regular government employees since they have the obligations to pay bank loans, EMIs, insurance policies, education loans, school fees, monthly recurring bills of varied natures etc., the forum said, adding that NPS/GPF contributions are also being delayed due to this. Highlighting the plight of the Anganwadi Workers and Anganwadi Helpers who are the frontline workers battling the Covid pandemic and are covered through PFMS mode, the forum informed Libang that they too have been left without honorarium since March 2021.
 Drawing a qualitative comparison between the Treasury and PFMS modes of disbursement of salaries, the forum informed that the Gram Sevikas under WCD department are not facing difficulties since they draw their salaries through the Treasury mode.
Through a single-point demand the forum has sought a migration to the Treasury mode of payment from the current PFMS mode within August 10, 2021, failing which it will be forced to resort to democratic protest. However, disbursement of other funds such as committed liabilities may still be continued in PFMS mode, except salary and honorariums of Anganwadi Workers and Helpers, the forum clarified. The Director WCD made a detailed PowerPoint Presentation of the file movement process for disbursement of salaries during the meeting. Adviser to Minister, WCD & SJETA Dasanglu Pul also stated that she had personally seen the hardship faced by these employees and requested that Minister to take up the matter for an early resolution. 

Expressing concern over the difficulties faced by the employees, Libang assured to take up the matter with all stakeholders for streamlining the salary disbursement process. Special Secretary, WCD Bhanu Prabha and officials of the Directorate attended the meeting.
The WCD Employees Forum comprised representatives from the WCD Deputy Director Forum, All Arunachal Pradesh CDPO Welfare Association (APCDPOWA), Arunachal Pradesh Ministerial Employees Welfare Association-WCD and Arunachal Pradesh Supervisor, EO (WCS) & SA Welfare Association.
