Changlang, May 12: A joint collaborative effort involving the Changlang police and army officials supplemented by local intelligence inputs has finally helped in cracking the sensational abduction case of Kashyap Boruah, an employee of Udipta Energy Oil Company.
The incident of abduction dates back to April 1 when Boruah while travelling in a company owned ambulance was stopped between the rig site and office area in Innao at Maitripur in Diyun Circle of Changlang district at around 6 pm by 2 armed persons in army uniform. The abductor duo, who identified themselves as members of an insurgent outfit forced Boruah and his driver to leave the vehicle on the road and walk with them into their hideout, deep inside the forest area. Later, they released the driver after snatching his mobile and kept Boruah as hostage, to be released only after payment of a Rs. 3 crore ransom. Subsequently, on receipt of complaint, a case was registered at Diyun Police Station vide. Case No. 4/19 u/s 365/341/34 IPC rw 25(1B)(a) of Arms Act and investigation started giving top priority on safe release of the abducted person,
Meanwhile, negotiations for Boruah’s release was also on between company management and the abductors and after protracted bargaining the ransom amount was reduced to Rs. 40 lakhs. Finally, after remaining hostage for nearly a month and after delivery of the negotiated amount to the abductors on 29 April in Sukha Nallah area by the company management, Boruah was set free on the same day.
And with the primary goal of releasing Boruah achieved, the operation to nab the kidnappers and recover the amount paid as ransom was then launched jointly by the Changlang police team headed by SP Changlang Romil Baaniya and army officers & troops of the Innao COB of Chowkham Batallion under DAO Division with the inputs from Local Intelligence Team, Changlang. The entire operation was led and supervised by the DIGP (Eastern Range) Namsai Take Ringu. All locations used as shelters and the persons suspected to be involved in facilitating and supporting the kidnappers were raided leading to the arrest of two main accused along with eight other persons who had helped them in committing the crime.
The raid was conducted in ten different locations in deep jungles and villages and a total amount of Rs. 28,19,000 was recovered out of the paid ransom amount of Rs. 40 lakhs. Some of the accused were allegedly key members of APPDPF (Arunachal Pradesh Deprived Peoples Front) headed by Nake Chakma) in 2014-15, an insurgent group in Eastern Arunachal Pradesh.
The two main accused has been identified as Boksu Chakma, 27 yrs, s/o Maroto alias Khailey Chakma, vill-Betcamp and Sikko Chakma alias Garbhanga, s/o Shanil Moni Chakma. The duo had a large number of kidnapping and attempt to murder cases already running against them at various police stations.
One of the main accused Raj Kumar Chakma from Tripura is at large and suspected to have fled away to his home state with some cash out of the ransom amount and efforts are on to nab him.DIPRO
