ITANAGAR, Jul 13:The Arunachal Pradesh Congress Committee today submitted a memorandum to the Chief Electoral Officer regarding the rescinding of notification for the Bye-Election to 12-Pakke-Kessang (ST) Assembly Constituency.

Led by Vice-President APCC, Padi Hinda, the APCC in its memorandum said that it is perturbed with this sudden rescinding order, when the last date for filing nomination is 12th July 2017 at 3.00 pm. APCC is aggrieved by the report of Chief Secretary In-charge, Satya Gopal, wherein the current climatic condition is the sole reason for postponement of election schedule, it said.

Terming it an infringement on the independent institution of Election Commission of India, the APCC said that all the candidates had already reached Seppa, the district headquarters of East Kameng District on July 11 last and some candidates had already filed their nominations. The road blockade happened only at Laptap under Papum Pare District which is second alternative lifeline to Seppa and Pakke-Kessang. The normal route from Itanagar-Bhalukpong-Seppa is all weather roads (without any blockade in any portion), it said.

Further asserting that the CEO office should have consulted all party representatives for such crucial decision, the APCC urged upon the CEO to announce fresh dates for the conduct of the bye- election at an early date to ensure free and fair election.
