WhatsApp used as medium for supplying solved answers

ITANAGAR, Jul 19: The Arunachal Pradesh Staff Selection Board is committed to conduct fair examinations.This was reiterated today by the Board’s Under Secretary Priscilla Tayeng while informing about the recent incident wherein a candidate was debarred for using unfair means in examination hall.
Speaking to media, the Under Secretary informed that the incident occurred despite specific mentioning of the dos and don’ts on the admit cards, followed by the caution of refraining from resorting to unfair means by the invigilators. The examinees were also asked to submit the items not allowed inside exam halls if brought unintentionally and mobile jammers and CCTVs were also activated to ensure transparency, the Under Secretary said. 
“We received the information from an observer that a female candidate had been caught with a mobile phone inside the hall during the Surveyor examination at the DNGC centre. As per rules, we have asked the centre superintendent to file an FIR and take an undertaking along with the other formalities required in such cases. The candidate has been debarred from the examination and we are waiting for a police report based on which further action against the candidate will be initiated,” the APSSB Under Secretary informed, adding that it has always been the endeavour of the Board to conduct its examinations in a fair and transparent manner so that meritorious candidates are selected. “I appeal to the candidates to read the instructions properly so that no such incidents are repeated again in future,” she said.
More than 1166 candidates participated in the Surveyor examination at the three venues of GHSS Itanagar, APPSC and DNGC. 
Superintendent of Police, Capital Region Jimmy Chiram in a press conference informed that three persons have been arrested in connection with cheating and violation of APSSB rules on July 18 and later released on bail. The arrested persons have been identified as Takoni Dodum (28) a candidate and Sunny Dodum (38) and Neyaz Ahmed (31), his associates who helped in cheating by sending WhatsApp messages of solved answers. 
Chiram further informed that a written FIR was lodged by Centre Superintendent N. Pramanik alleging that the said candidate was found using mobile phone while writing the examination in Room No.25 of DNGC. Based on the FIR, a case (No.313/2021 u/s 417/188 of the IPC) has been registered at Itanagar Police station. During investigation all the accused confessed they were involved in this incident. Police have seized three mobile handsets and a pen drive containing video recordings.
During a detailed investigation all the accused have however claimed that they did not forward the answers to any other candidate. After analysis of the CDR and other related documents the case will be charge-sheeted under section 120(b)/417/188/511 of the IPC, the SP informed.
