TEZPUR, Sep 6: Tezpur Range of Commissionerate of Income Tax conducted an outreach programme on Tuesday chaired by Principal Commissioner of Income Tax, Guwahati, Shishir Jha, Additional Commissioner of Income Tax, Baljeet Kaur, ACIT Tezpur and host of Income Tax officers.
The Programme was intended to address various issues faced by taxpayers as well as tax practitioners while observing compliance with Tax Laws. The emphasis of the programme was to gather feedback on problems faced by assessees and tax practitioners in coping with the newly launched e-assessment proceeding. Department had a special focus on issues arising out of Tax exemption status granted under Section 10(26) of Income-tax Act 1961.
Programme witnessed participation of Chartered Accountants, Tax Practitioners, Registered TRPs and other stakeholders including local entrepreneurs.
Ramesh Chandra Roy, Chartered Accountant based in Arunachal Pradesh participated in the programme and drew the attention of the department towards prevailing confusion over a host of issues faced by the resident tribal populace while filing their returns for claiming a refund of TDS deducted in compliance with tax laws by various departments/financial institutions and others.
The attention of department was drawn towards a peculiar situation faced by non-tribals pursuing business activities within the State on the strength of Power of Attorney. Their presence is in sizable numbers. The existence of Bengal Eastern Frontier Regulation Act 1873 puts a barrier on any outsider to carry business activities within the inner line boundary defined under the said Act.
Principal Commissioner acknowledged the issues and suggested for representation from trading community preferably from Chamber of Commerce/Market Association/Other entrepreneur’s union/association so that matter can be forwarded to Central Board of Direct Taxes for redressal and appropriate direction.
Ramesh Chandra urged the department to hold awareness seminars within the State with the active involvement of stakeholders for creating conceptual clarity of the expectations made from them as a rule-compliant assessee. It was positively responded and conveyed that CBDT has already approved the proposal for a special media campaign for the assessees of North-east and same would be launched very soon across the North Eastern States.
