Itanagar, Apr 1: Chief Secretary Naresh Kumar took a meeting in connection with the Annual Action Plan of the Centrally Sponsored Schemes, State Sponsored Schemes, and Budget Announcements of 2022-23 at Banquet Hall, today.
Addressing the Principal Secretaries, Commissioners, Secretaries, Special Secretaries, Directors, Deputy Commissioners (through Video Conferencing) and other senior officers of the Government of Arunachal Pradesh who were present at the meeting, Chief Secretary categorically stated that the Budget Announcement made earlier in March 2022 by the Deputy Chief Minister Chowna Mein should be implemented in letter and spirit. He called on the departments to take serious note of the policy documents and ensure that they are implemented in letter and spirit.
Stating that it is the responsibility of the concerned department to ensure that the policy documents of the Budget Announcement, CSS and State Sponsored Schemes see the light of day and not get delayed, he informed that every Budget Announcement will be given proportionate allocation. In this regard, the Chief Secretary directed the departments to set timelines to achieve the targets of the Budget Announcement, CSS and State Sponsored Schemes. The Government will view it seriously if the targets are not achieved in the given timelines, he told.
Since the year of 2022 has been declared as the ‘year of E-governance’, Kumar reviewing the e-governance projects under the Department of Information Technology and Communication told that from 1st May 2022 all the files between Directorates and Secretariat should move through e-office. Similarly, by 1st June an e-office cell should be developed in every Deputy Commissioners Office, he told. Similarly all the Utilization Certificates should be communicated through e-office, he told. VSAT/ OFC connections to Schools and Police Stations and all the Circle Headquarters should be achieved at the earliest, he told. Similarly he reviewed E- Treasury and IFMS, E-Seva Portal, E-Telemedicine, E-learning in Schools, Hospital Management Information System, E-CCTNS, E-indigenous Cultural portal, CM Dashboard with E-Jan Bhagidari etc.
Total 10 government departments presented a detailed presentation on the Budget Announcement, CSS and State Schemes in the first phase of the meeting.
The other 9 departments ( Fisheries, PHE&WS, Health & Family Welfare, Education, Rural Development, Science & Technology, Urban Development, Indigenous Affairs, Art & Culture) were also given timelines to achieve the targets based on the Budget Announcement in a mission mode.
Remaining departments will present their action plans in the coming weeks.
