ITANAGAR, Oct 11: The Nyishi Ethnic Students of Arunachal (NESA) urged the state government to constitute a Joint High Power Committee (JHPC) to look into the matter of offspring of non- APST father and APST mother allegedly enjoying ST benefits.
In a representation addressed to the governor, it suggested that the committee should also study the quantum of punishment to be fixed for those issuing ST certificates  to such individuals.
"After marrying local women, Non-APST husbands procure land and other movable & immovable assets in their wife's name. It has been observed when their son & daughter marry again to a local, the entire properties are transferred to their APST daughter-in-law/son-in-law. This vicious circle has been going on in numerous parts of the state, " it pointed out.
It further also called for passing an ordinance in the Assembly to stop permanently such unscrupulous practice in the interest of indigenous people of the state.
"There is an urgent need for a concrete mechanism to be put in place to tackle this growing menace which is slowly destabilizing the socio-cultural fabric of Arunachal Pradesh, " it further stated.
