JD (U)’s 9-seat haul in IMC a morale booster after  'loss' of  6 MLAs

Itanagar, Dec 26: The BJP on Saturday wrested the Pasighat Municipal Council (PMC) from the Congress by winning six of the eight seats of the civic body, while the JD (U) in its maiden contest in the Itanagar Municipal Corporation (IMC) polls bagged nine wards.
The BJP, the ruling party in the state, won 10 seats, one short of the majority mark in the 20-member (IMC) and the NPP bagged one. Among the 10 wards won by the BJP in the Itanagar civic body polls, five candidates were elected unopposed, a State Election Commission official said. The nine seats which went to the JD (U) are –Ward No. 1(Lokam Anand), Ward No. 2 (Yagam Jomoh), Ward No. 3 (Gora Talang), Ward No. 4 (Techi Mema), Ward No. 8 (Ruhi Tagung), Ward No. 9 (Pakyum Yana), Ward No.10 (Yukar Yaro), Ward No. 11 (Gida Kanair) and Ward No. 13 (Tamuk Tagiang). 
The seats won by the BJP are-Ward No. 5 (Bamang Taji), Ward No. 6 (Taz Gyamar), Ward No. 15 (Tadar Hanghi), Ward No. 16 (Tarh Achak) and Ward No. 17 (Tame Phassang). The five wards won uncontested by the BJP are-Ward No. 12 (Tai Yakia), Ward No. 14 (Gyamar Tuvin), Ward No. 18 (Kipa Takum), Ward No. 19 (Tarh Nachung) and Ward No. 20 (Arun Kipa Loram). The National People’s Party (NPP) won its lone seat in Ward No. 7 (Biri Basang).
The Congress, which had won seven seats in the 2013 PMC elections, secured only two wards this time, and the party failed to open its account in the IMC polls. In PMC polls, the 6 seats won by the BJP are- Ward No. 1 (Yalop Nyigang Yomso), Ward No. 2 (Okiam Moyong Borang). Ward No. 3 (Kaling Doruk), Ward No. 4 (Rebeka Panyang Megu), Ward No. 5 (Ponung Radeng Saring) and Ward No. 6 (Oyin Gao). Wards 7 and 8 went to the INC where the winners are Mumcy Dupak and Okeng Tayeng respectively. That the contest in PMC polls reached a fierce proportion is apparent from the fact that INC’s Mumcy Dupak won by a margin of just 2 votes and BJP’s Yalop Nyigang Yomso by only 10 votes.
The performance of the Janata Dal United in the civic polls assumes significance as the party received a major jolt in Arunachal Pradesh on Friday, with six of its seven MLAs shifting allegiance to the BJP. The JD(U), led by Bihar Chief Minister Nitish Kumar, won seven of the 15 seats it contested in the 2019 Arunachal assembly elections and emerged as the second-largest party after the BJP, which had bagged 41 seats.
The PMC had 12 seats, while the IMC had 30 during the 2013 civic polls. However, the number of seats of both the urban local bodies was reduced after delimitation of wards. The Congress had won seven seats in the last PMC polls, the BJP bagged two and independent candidates emerged victorious in three. The Congress managed to secure 21 seats in the 2013 IMC elections, followed by the NCP (4), the BJP (3). People's Party of Arunachal (PPA) and an independent candidate won one each. The state’s civic elections have been delayed by over two years due to various reasons. Counting of votes is going on for 142 Zilla Parishad seats and 1,670 Gram Panchayat segments, the SEC official said.
Seventy-three per cent voting was recorded in the rural and civic polls in the state on December 22. According to the SEC, the BJP won 96 of the total 240 Zilla Parishad seats and 5,410 of the 8,291 gram panchayats without any contest. At least 110 Gram Panchayat segments in the state have fallen vacant due to various reasons. The SEC will take a final call on conducting by-elections to these seats after the current electoral process is over, the official said.
Elections to the Zilla Parishad seat in Vijoynagar in Changlang district along with 40 Gram Panchayats and Hawai North Zilla Parishad segment in Anjaw were kept in abeyance.
Meanwhile, results of 1-Zemeithang-Dudunghar and 2- Lungla ZPM constituencies in Tawang district have arrived. Of the total 2964 votes polled including 30 VED under 1-Zemeithang-Dudunghar ZPM, Lek Norbu (Independent) won by a margin of 407 votes against his nearest BJP and INC rivals. Under 2-Lungla ZPM constituency where a total of 3897 votes including 82 VED were cast, Thutan Gombu (Independent) won by a margin of  275  votes against his nearest rival Tenzin Phuntsok, also an Independent candidate.
Counting for the above two ZPMs ended peacefully and Certificates of Election were issued to both the ZPM winners. With PTI inputs
