ITANAGAR, Oct 10: The All Nyishi Youth Association (ANYA) has made a demand to the state government to  bring modifications to the Arunachal Pradesh State Staff Selection Board (APSSB) and Arunachal Pradesh District Based Entrepreneurs & Professionals (Incentives, Development and Promotional) Act 2015.
Addressing the media persons here at Press Club, ANYA President Byabang Joram said that according to the Arunachal Pradesh District-Based Entrepreneurs & Professionals Act, a person should have four years of experience to participate in tender process. “But with this mandatory four-year experience, most of the state’s youths have been deprived from taking up entrepreneurship as their career and it has become a draconian act for them,” he said. Speaking about section 4, sub clause (1) of the act, he said that it’s mentioned that the cost of work up to Rs. 50 lakhs and above Rs 10 crore will require firm eligibility criteria with compulsory tender system. “In this regard, ANYA demands the state government to modify section 4, sub clause (1) of serial number 1 and 2 as awarding criteria of work order system up to Rs. 1 crore with a condition that the beneficiaries, contractors or any individual should be a permanent resident and of the particular constituency,” added the President. Vice President, ANYA  Tami Pabo further added that there is  also a  need for modification in the recruitment policy of group C posts in government departments. “APSSB Act also needs to be modified to give equal employment opportunity in every district of the state as unemployment is increasing,” he added.
Meanwhile, the association also said that they have written a complaint to the Chief Secretary against the Secretary Education, alleging on illegal issuance of advertisement and conduct of interviews for the appointment of District Project Coordinator (DPC) in the Education Department despite the fact that the matter is sub judice in High Court. ANYA General Secretary, Bengia Tada said that the association has felt the necessity to intervene in the matter as majority of the victims belong to the Nyishi community and decided to spearhead the issue till justice is delivered. Also, while speaking on Out of Turn Promotion (OTP) in the Education Department, Tada said the Secretary has made a pick and choose method to demote a total of twenty seven Head Masters, Vice Principals, Principals and Additional District Education Officer from their present designations.
Meanwhile, the association has threatened  to call a 12-hour capital bandh on October 18 next if their demands are not fulfilled by the state government.
