ITANAGAR, Feb 1: Hundreds of aspirants protested outside the Arunachal Pradesh Staff Selection Board (APSSB) office demanding re-conduct of Skill Test of the recently held examination for Stenographer.
Speaking to the media, General Secretary, Unemployed Stenography Association of Arunachal Pradesh, Boria Tuki alleged that due to sudden change in  Recruitment Rules and software by the Board, none of the 2000 aspirants managed to clear the Skill Test held recently from January 29-31 last.
The Association claims that the test was supposed to be held through computerized audio dictation as is the case with Staff Selection Commission (SSC) but the APSSB Skill Test used a manual process due to which the already set answers in the software didn’t detect the manual process.
They changed the rule a day before the examination without information to the candidates. Therefore, we urge the APSSB to reconduct the examination as per the laid down Recruitment Rules for Stenographer, Boria added.
Meanwhile, the APSSB in a press release said that the Stenography Proficiency Test was conducted from January 29-31 at two venues-- Itanagar and at another venue in Papum Pare.
A senior government officer as Observer was deputed at each venue for supervision & oversight of the entire exam process apart from appointment of other examination functionaries, Fool-proof arrangements for CCTV surveillance of the exam process, deployment of Magistrates & Police personnel and frisking & biometric data capturing of candidates, the Board said.

It further added that the evaluation of the Stenography Proficiency Test was conducted by a software without any human intervention. Further, the performance of the candidates during the Test was made known to the candidates immediately on completion of the Test itself. The Test Paragraphs were moderated by a Committee which included an expert in English language and result of the Proficiency Test was scrutinized with reference to the recommendations of the Committee. Accordingly, the final result of the Proficiency Test was finalized.
