ITANAGAR, Aug 28 (PTI): The Arunachal Pradesh government is working on the modalities to conduct panchayat elections in the state by December as directed by the Gauhati High Court, Panchayati Raj Minister Alo Libang said today.

The minister was responding to a question raised by BJP member Pani Taram in the Assembly.

The state government had amended the Arunachal Pradesh Panchayati Raj Act 1997 in the last Assembly session to have a two-tier panchayati raj system instead of the existing three-tier structure for effective administration, Taram said.

The term of the erstwhile three-tier panchayati raj institutions ended in May this year and the government is in the process of preparing amendments of the relevant rules for having two-tier panchayati raj institutions in the state.

"To look after the works of the panchayats, the state government has constituted interim gram panchayat level committees in all the gram panchayats and district level interim committees to discharge the functions of panchayati raj institutions till panchayats are re-constituted in the state," he said.

Responding to a supplementary from Taram on the steps taken by the government to regularise the service of contractual employees in panchayats, the minister said though panchayat employees were appointed on a contractual basis for particular schemes, a committee has been constituted by the state government to examine it.

Meanwhile,  the Arunachal Pradesh Re-Organisation of Districts (Amendment) Bill 2018 for the creation of three new districts was also  introduced in the state Assembly.

Deputy Chief Minister Chowna Mein introduced the bill to pave the way for creation of new districts of Pakke-Kessang, Lepa Rada and Shi Yomi in the state.

The Pakke-Kessang district will be carved out of East Kameng district with five administrative units namely Pakke-Kessangn, Seijosa, Pijiriang, Passa Valley and Dissingn Passo with district headquarters at Lemmi.

The Lepa Rada district would be created by bifurcating the Lower Siang district with headquarters at Basar.

The district would have four administrative units  Tirbin, Basar, Daring and Sago.

The Shi-Yomi district would be created by bifurcating the West Siang district with its headquarters at Tato.

The district would have four administrative units namely Mechuka, Tato, Pidi and Manigong.

Arunachal Pradesh at present has 22 districts.

The deputy chief minister also introduced the Indian Stamp Act, 1899 (Act no 2 of 1899)  to enable entrepreneurs to have a better credit position at their disposal by enabling them to secure loans through mortgage without compromising on their financial stability by reducing stamp duty for mortgage from three per cent to one per cent.

The third bill introduced in the Assembly by Mein was the Arunachal Pradesh Staff Selection Board Bill 2018.

The Bill would empower the state government to constitute the Arunachal Pradesh Staff Selection Board to conduct exams and select candidates for appointment to the subordinate services/Group C posts in the government departments, organisations and autonomous bodies established and constituted by the government.
