ITANAGAR, Feb 18: The Special Investigation Cell (SIC) has arrested two persons-- Senia Bagang and Mongam Basar in connection with a case related to alleged malpractices in the examination conducted on 2 February for recruitment to the post of LDC, JSA, and others by the Arunachal Pradesh Staff Selection Board (APSSB).
“ The SIC following the FIR no.03/20 U/S 468/469/471/120B IPC r/w section 12(2) PC Act has nabbed the duo based on evidence gathered in this case so far,” said SP, SIC, Harsha Vardhan in an official communique today.
According to Vardhan, Basar was arrested on charges of conniving with APSSB officials in the malpractices.
“The Under Secretary, APSSB, Kapter Ringu is evading the SIC teams and has not joined the investigation," Vardhan said.
A non bailable warrant has been issued against her by the additional district and sessions judge court, Yupia, Vardan stated adding that all effort is being made to unearth the conspiracy and action as per law will be taken at the earliest. 
Meanwhile, major transfer and posting has been effected post the APSSB row. Chief Secretary Naresh Kumar has taken over the charge of chairman, APSSB relieving AC Verma. 
Onit Panyang has been appointed as member, APSSB, relieving  GS Meena. Special Secretary, Santosh Kumar Rai is the new Secretary APSSB relieving  SK Jain. 
APCS, (AG), Joint Secretary to the Governor, Mamta Riba has been appointed as joint secretary, APSSB replacing Tamune Miso.
Under Secretary Home, Vigilance and administrator (Apex Bank), Habung Lampung will replace Kapter Ringu as Under Secretary, APSSB. ES Newsdesk

Will spare none involved, says Khandu

ITANAGAR, Feb 18: Chief Minister Pema Khandu today once more categorically made it clear that no one involved in the Arunachal Pradesh Staff Selection Board (APSSB) fiasco will be spared and the guilty will be punished as per relevant rules and law.
Khandu made this statement while speaking at a Workshop on Pre-Panchayat Election Awareness Campaign here at the DK Auditorium of State Legislative Assembly and expressed surprise on the audacity of those involved despite his repeated caveats against corruption. “For the last three years I have been repeating on every available platform that corruption in any form will not be tolerated and those found guilty, irrespective of power and position, will not be spared. I am literally surprised that despite these repeated warnings people still have the courage to continue corrupt practices,” he said. SSB was constituted to provide a transparent, fair and level playing field for the unemployed youths of state to join government services at lower levels, he stated, reiterating that his vision was to root out corruption in recruitment to these jobs that was prevalent when done independently by the departments. “It breaks my heart to see my vision being shattered by a few individuals and I reiterate that all those involved, be it anyone, will not be spared,” he made his stand clear.

Informing that state government has taken a suo moto cognizance of the fiasco and immediately registered a case under relevant sections and handed it over to the Special Investigation Cell (SIC), CM divulged that just within a day of investigation, several leads have been obtained and people of Arunachal Pradesh can be assured that those found guilty will be in the dragnet of law soon. Taking opportunity of the occasion which saw presence of a large number of government officials, he appealed them to stick to the rules and discharge duties in a fair, transparent and impartial manner. He regretted that despite wholehearted efforts ‘leakages’ are still happening and urged the government employees to change the system from within. Pointing that one day everybody, including him, ministers, MLAs and even government officials would become ‘former’, he said they will lament later for not changing the system while having the power to do so.
Reminding the absolute confidence and trust people have on the present government as reflected through assembly election results, he added- “In return of the confidence, people have lots of expectations from us and I will not think twice to take action against those found tinkering with people’s expectations.” CMO

AAPSU gives 7-day ultimatum to arrest those involved

ITANAGAR: The All Arunachal Pradesh Students Union (AAPSU) on Tuesday gave 7-day ultimatum to the state government to arrest all those involved in the alleged irregularities in recruitment to the post of LDC, JSA, and others conducted by APSSB on February 4.
It also reiterated to the state government to bring legislation in the ensuing assembly session to regulate wedlock between tribal female and non-APST males in the state to prevent misuse of ST certificates.
At a press conference, AAPSU, General Secretary, Tobom Dai, strongly condemned the discrepancies in the APSSB, stating that this was not expected from one of the premier recruitment agencies, which was introduced to bring transparency in job recruitment.
Dai pointed out that who would have imagined that SSB which was formed  to root out corruption in job recruitment and provide a transparent and equal platform for all unemployed youth would meet with a similar fate as APPSC.
 "Our first demand is that all those who have maligned the APSSB image should be arrested immediately so that confidence of common masses on the board could be restored. We also want to request the investigating agency to conduct a fair and speedy trial," Dai appealed.
Taking serious note of the alleged irregularities, Dai demanded the removal of all officers including members of APSSB right from top to bottom and constitution of new board members.
He appealed to the state government to stop giving lip service if they cannot bring transparency to the job recruitment process.
“Usually when such a case comes to light, after a lot of hue and cry someone is made a sacrificial goat. We hope the same thing will be not be repeated again this time and all those involved in the irregularities will be brought to justice,” Dai appealed.

Chief Minister Pema Khandu has ordered an inquiry into the alleged irregularities amid demands to cancel the entire examination process rises.
Earlier, hundreds of job seekers, who had appeared for the written examination, also staged a sit-in outside the APSSB Main Head Office and the Civil Secretariat demanding the cancellation of the examination and suspension of APSSB chairman and controller of examinations for their alleged failure to conduct the exams properly.
