ITANAGAR, Oct 16: A one day refresher training on ‘Synergy Between Customary Practices and Formal Laws’ for the Gaon Buras/Buris of Papum Pare district was conducted by the Arunachal Pradesh State Legal Services Authority (APSLSA) in collaboration with the Department of Justice, Union Ministry of Law & Justice here at the Siddhartha Community Hall today.
Member Secretary, APSLSA Jaweplu Chai gave an overview of the Arunachal Pradesh Victim Compensation Scheme, 2011 and all its benefits. Deputy Secretary, Law & Judicial Department-cum-OSD, APSLSA Dani Belo spoke on ‘Village Authority under Assam Frontier (Administration of Justice) Regulation (AFR), 1945’ and highlighted the long and respectable history of the institution of the GB and the necessity to be well versed in the provisions of AFR by the GBs. Guest speaker, Gauhati High Court, Itanagar Permanent Bench Advocate Sunil Mow spoke on ‘The Schedule Tribes & Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006' with special reference to Arunachal Pradesh and lamented over the encroachment of tribal lands by the Forest Department under the guise of Reserved Forest. While appealing the GBs to protect lands still under their control by educating themselves on relevant laws, he also suggested introduction of provisions similar to that being offered to the tribal people protected under 5th Schedule of the Constitution. General Secretary, AAPGBBWA Tache Lombi acknowledged the imbalance in ratio of women’s representation in the institution of GB. Advocate Jumgam Jini and Legal Aid Counsel, APSLSA Advocate Raknu Konya spoke on the protective provisions available in Domestic Violence Act, 2005, Marriage Registration Acts etc.
