ITANAGAR, Dec 10: All Nyishi Youth Association (ANYA) leveled series of allegations against Chief Minister Pema Khandu and his relatives of being involved in a multi-crore scam and misuse of funds under various departments.
ANYA has demanded the Chief Minister to issue a clarification with valid reasoning on the claims within 15 days, failing which it has cautioned to launch a democratic movement demanding his resignation.
Armed with RTI documents, the association claimed that  the Chief Minister was involved in Power Scam under Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY) worth Rs. 142 Cr, Rs. 889 Cr in Panchayat, Hydro Power Scam of Rs. 1495.73 Cr and Apex bank revival scam worth Rs. 45 Cr.
Addressing the media at the press club here today,  President ANYA, Byabang Joram said "Despite signing of around 142 hydropower projects in the entire state, not a single project is functioning or commissioned, which is a total disregard of the terms and conditions upon the date of commencement of work."
He said the entire work was awarded to Khandu's relatives that too with fake Bank Guarantee (BG). He also questioned the execution of tender for Hydro power particularly in Namsai and Tawang.
“Why most of the hydro development activities confined only to Namsai and Tawang? Why is it not for the rest of the districts of the state?, he questioned, adding that the association seeks clarification from the Deputy Chief Minister and the Chief Minister.
Claiming the misuse of funds under Compensatory Afforestation Fund Management and Planning Authority (CAMPA) during Khandu's tenure as In-charge, Joram said the CM has misused the funds under the scheme by diverting it to non forest activities. An amount of Rs. 188.40 Cr. (approx) was sanctioned in March 2021, which has been used without any proper implementation of CAMPA related works, he said.

“Likewise, during his (CM) tenure as In-charge of the department, an amount of Rs. 400 Cr was sanctioned as dispersed under CAMPA. And, considering the loopholes in the execution of the scheme, a legal notice was served to the department seeking CBI enquiry,” he said.
However, till date there is no response from the CM as well as the state government. This clearly indicates that the fund was misused and siphoned off through fake bills by the officials and the local politicians, he added.
Joram said that the CM's wife has 11 firms registered under her and most of the road construction work is entertained to her by his kit and kin. "Almost all the business and contract works in West Kameng and Tawang districts are controlled by different firms owned by either his wife or his brothers, who are elected legislators as well."
ANYA also questioned on the misuse of Rs. 142 Cr under Deen Dayal Upadhyaya Gram Jyoti Yojana (DDUGJY) scheme by the DCM Chowna Mein and CM and Multi-Crore funds of local bodies during Panchayati Raj Elections.
“The separate zones have been created in the name of equality but Namsai and Tawang districts get the lion’s share of the state funds with CM and DCM relatives acting as businessmen and businesswomen,” Joram further claimed.
