ITANAGAR, Apr 21: The annual departmental examination for the engineers of Works departments, RD department and corporations and agencies under the engineering wings of the state government is currently underway here at Nirman Bhawan.
The examination which is on the subjects of Accounts and Laws of Contract has commenced from April 20 and 435 engineers are taking it, spread over eight batches to be continued till April 23. The eight-batch four-day schedule has been designed keeping in view of the prevailing Covid 19 situation. Since 2004, PWD has been conducting the state level annual departmental examination for the service engineers in the ranks of JE to EE. For Executive Engineers there are four papers comprising three on Accounts and one on Laws of Contract. For Assistant Engineers there are three papers on Accounts and for Junior Engineers there is one single paper on Accounts.
The departmental examination carries much importance for the engineers since it is mandatory to pass it within two years from the date of appointment. The annual increment of salary is stopped after two years when departmental examinations are not cleared. There are instances where officers who were granted annual increments despite not clearing their departmental examination papers had to face difficulties later in their service career and part with heavy recovery from their salary running into lakhs of rupees. There are even cases at the level of Chief Engineers who have not even cleared the Accounts paper for Assistant Engineers and continued getting annual salary increments in their subsequent posts held. Thereafter, they ran into trouble when such cases were detected by the Director, Audit and Pension during IPS (Interim Pay Statement) pension checking, resulting in recovery of the excess pay drawn.
Some newly created departments in the state entrusted with engineering works and allied activities funded with State/Central resources are either not aware of the aspect or not giving adequate importance to it. With manpower not gaining financial and project management acumen, qualities of projects as an immediate consequence are getting diluted.
Being the nodal agency for conducting the departmental examinations, PWD has appealed to all such departments to encourage their staff to take the exams seriously for the larger developmental interest of the state.
