ITANAGAR, Jun 5: Chief Minister Pema Khandu on Friday evening convened an all-party legislators meeting here to discuss the current financial status of the state in the wake of the Covid-19 pandemic which has compelled the government to go for curtailing its expenses across various heads.
The attending legislators were briefed about the financial position of the state and it was informed that during the FFC period from 2014 to 2019, there has been an overall shortfall of 18.40% in the release of the state share of central taxes vis-a-vis the recommendations of 14th Finance Commission. It was informed that despite FFC estimated share was Rs.54090.14 Crore and actual receipt Rs.44126.38 Crores for the country as a whole, State government has ensured equitable distribution of resources across all the sectors of the economy during the 14th FFC period. Share of Central Taxes in the BE 2019-20 of Union Government was estimated at Rs.11571.10 Crore and the actual release as per RE was Rs.8987.57 Crore which has led to a Rs. 2583.53 Crore (22.40%) reduction in the share of Central taxes in FY 2019-20. 
Keeping in mind the above shortfall and to continue the tempo of development in the state, all the approved schemes which could not be funded in the last fiscal, have been carried forward to FY 2020-21 and provision for the same has been budgeted accordingly. The priority of the State government during the current financial year is to complete all the ongoing schemes as well as focus on the centrally sponsored schemes. Various schemes launched over the past 4 years aimed at decentralized planning and inclusive development across the state viz. CM Samast Shiksha Yojana ( Education Sector), MMRKY (Health Sector), CM Sashakt Kisan Yojana ( Agriculture/Horticulture Sector), Arun Pig development Scheme, Mukhya Mantri Neel Kranti Abhiyaan etc. will be focused during the CFY.
The projected share of Central Taxes as per Union Budget BE 2020-21 is Rs.13801.59 Crore with a monthly expectation of Rs.985.83 Crore.  However, the actual receipt for the months of April & May 2020 for Arunachal Pradesh was Rs.1620.56 Crore and Rs.810.28 Crore which is a shortfall of 17.81 % and if maintained throughout the year would lead to an overall shortfall of Rs.2457.67 Crore. 

In the light of the prevailing economic uncertainty the state cabinet has decided to ensure completion of previously sanctioned projects in a prioritized manner. The unforeseen situation arising out of the pandemic has forced the government to focus on the health infrastructure including other Covid related expenditure resulting in additional burden to the state exchequer. However, the legislators were assured that the government is committed to provide funds for normal requirements like salary, pension, wages and other priority sectors including generation of employment activities through Agri-Horti and MSME and other rural livelihoods activities.
A high-level Economic Revival Committee to suggest ways for revival of the affected sectors of economy which have been badly hit by the pandemic has been constituted.
As per the figures shared after the meeting, total Covid-19 expenditure of the Health Department stood at 20.31 Cr as on June 3, 2020. From the State Disaster Response Fund, all the districts have been allocated funds under SDRF as per norms and a total of Rs 11.84 crores has been spent till May 14, 2020.  Chief Minister’s Relief Fund  has received a total amount of Rs. 20,50,18,950 by way of contributions till May 28 and out of it the total expenditure was Rs 12,65,99,594 . As a whole, the total expenditure incurred on Covid management till date is Rs 45.73 crores 
The meeting was attended by the legislators including Deputy Chief Minister Chowna Mein, Home Minister Bamang Felix, Education Minister Taba Tedir, Health Minister Alo Libang and others from the BJP and INC lead by its State President and former Chief Minister Nabam Tuki and the legislators of NPP and JDU.
