ITANAGAR, Aug 27: The Arunachal Pradesh Abotani Community Confederation (APACC) has welcomed the state government's move to bring Arunachal within the ambit of the Sixth Schedule of the Constitution of India and strengthening of Article 371 (H) further to bring it at par with Article 371 (A).
In a press conference today, Chairman APACC, Taba Taku appreciated the state government’s decision to press for re-amendment of the defective Statehood Act and insertion of more protective layers in the existing Article 371 (H). Noting that Article 371 (H) does not actually grant special rights and protection to the state’s indigenous communities, Taku said provisions under the Sixth Schedule would guarantee the tribal people the much-needed constitutional protection over their land, resources, culture and distinct customs. “After statehood, the tribal people of the state have not been provided any constitutional or special privileges to protect their customary laws and rights to ownership of land or resources,” Taku recalled.
“State government has demonstrated honest political will and power of good governance by taking a landmark decision to send proposals to the Centre for amendments to Article 371 (H) and obtain special protection under        
the Sixth Schedule,” Taku said. “In line with the government decision, we would also like to request the state to move the Centre to further strengthen the Bengal Eastern Frontier Regulation 1873 to ensure absolute protection to the tribal people of the state,” the APACC Chairman appealed. 
The confederation further reiterated the need for implementation of the Disproportionate Asset Bill under the Prevention of Corruption Act 1988 and initiation of substantial measures to ensure effective functioning of the Lokayukta, the anti-corruption authority in the state.
“No activities or proceeding of cases have been heard from the anti-corruption ombudsman after the state government enacted the law to set up the Lokayukta to address the menace of corruption on March 4, 2014 ,” APACC Chairman claimed.
