ITANAGAR, Dec 9: The All Arunachal Pradesh Students' Union (AAPSU) taking note of the recent announcement by the government of Arunachal Pradesh regarding granting of Permanent Residence Certificate  to six non-APST communities of Namsai district without even finalisation of the Joint High Powered Committee (JHPC) report has expressed its discontentment.
The AAPSU, in a release, stated that an expert committee of JHPC for issue of PRC has been constituted under the chairmanship of Minister Nabam Rebia, to specifically look into the PRC issue along with all the stakeholders including AAPSU & other CBO's of the affected areas in the state. AAPSU President Hawa Bagang stated that It is astonishing to learn that the State government in a hurry announced new year sops even without consulting the JHPC for issue of PRC.
The AAPSU attending the two JHPC meetings had placed its opinions as well as listened to the views of all the stakeholders of the districts and the claims of the non-APST. The Union had placed its positive opinion for the early solution as the JHPC being represented for the interest of the State and also the collective views and ideas of all the indigenous stakeholders were taken into account of.
Such statements on sensitive State subjects without collective opinions of all the stakeholders should not have been made in haste as it is greatly in contradiction to the authority of the JHPC. The AAPSU would like to urge the State Government and  its representatives to exercise utmost caution and refrain from politicking until the finalisation and publication of the JHPC report.
The previous JHPC under two different chairmenship of Jarbom Gamlin and Takam Sanjoy had submitted report for issue of PRC, though such move had not been successful. The present JHPC is making all efforts to make a consensus and amicable solution for the interest of the State, particularly for Lekang circle. The AAPSU is of the opinion that any issue of PRC should be done only after proper demarcation of land and legislation in the State Assembly. The State of Arunachal Pradesh being a constitutionally protected State should take all measures before the issue of PRC to the non-APST.  Without proper approach, the issue of PRC may contradict with BEFR 1873 enforced in the state. The recent statements without the consent of the present JHPC is not appropriate.  The AAPSU also condemned the political leaders who make this issue into political one for election politics.
The AAPSU General Secretary Tobom Dai taking note of the issue of PRC to Gorkhas of Vijaynagar strongly opposed such move. The Union stated that the Gorkhas of Vijaynagar were brought in the State for a temporary settlement on lease for 30 years and the deed of agreement on lease will be over by 2020. Therefore, no inch of land can be allotted to these outsiders in the State.
The AAPSU also urged the State government to prepare a dossier before issuing of APST to the Yobins.
