ITANAGAR, Oct 20: The All Arunachal Pradesh Students’ Union (AAPSU) has expressed resentment over zero-tangible achievement in implementation of schemes under AMRUT (Atal Mission for Rejuvenation and Urban Transformation) and Itanagar Smart City Mission. 
In a press release issued on Tuesday, AAPSU alleged that despite inflow of Central funds amounting to hundreds of crores for beautification, modernization, basic infrastructure development and IT enabling of the state capital since last couple of years, the implementing agencies have failed to deliver tangible results. “Deployment of incompetent, corrupt and inexperienced junior level officers had been the main reason for failure in timely implementation of the schemes particularly in the Engineering wing of Itanagar Municipal Corporation (IMC) and Itanagar Smart City Development Corporation Ltd.,” the release read. The union has highlighted that despite provisions under AMRUT, as of now there are no storm water drainage systems, sewerage management network and septage treatment plants in the ICR.
AAPSU has also drawn attention towards the unethical practices of overlapping of schemes implemented by the Engineering departments with those carried out by other departments/agencies, making of bills against same drains and retaining walls by multiple departments etc. Faulty implementation, negligence, incompetency, non-transparency and misappropriation of funds have resulted in opposite outcomes of these urban improvement missions, the union said. It has also requested the concerned authorities to intervene and remove all functional/in-charge officers and deploy full-time qualified officers for effective administration of the projects.
Reminding the authorities that the state capital has recently ranked as the 7th dirtiest city in the country, AAPSU said it would form a committee to monitor the implementation of AMRUT and all schemes under the Itanagar Smart City Mission. 
The state government has also been urged by the union to book all the officials responsible for siphoning of funds under these schemes immediately. AAPSU PR
