ITANAGAR, Apr 10: The All Arunachal Pradesh Students’ Union (AAPSU) on Friday through a letter to Chief Minister Pema Khandu has suggested a slew of measures which can be adopted by the state after the lockdown is lifted.
Stating that there are high chances that central government may bring an end to the lockdown in a phased manner, AAPSU has in this regard enumerated certain recommendations, which, it believes would be most suited for Arunachal Pradesh. It has suggested that the currently enforced ban on the issue of Restricted Area Permit, Protect Area Permit and new ILP should be continued after the end of lockdown, irrespective of the manner in which it is lifted- phased or otherwise. In relation to Assam, the union felt that those who want to leave the state may be allowed provided Assam government allows them entry but re-entry to Arunachal mustn’t be allowed for a specified period of time.
For those wishing to return to Arunachal, including the state’s students may be allowed entry on the condition that they should directly be sent to the state quarantine homes, if there are no home quarantine facilities. Home quarantine is to be monitored at community level as per the prescribed Standard Operating Procedure (SOP) and in case state government is unable to facilitate their return due to lack of medical facilities, quarantine centres etc, it must ensure that they get all the minimum basic facilities to tide over the period. State government must constitute a more robust committee including all elected MLAs and District Administrations to look after and cooperate with these stranded people, it added in its suggestions. Entry and exit for vehicles meant for essential services and carrying essential commodities may be allowed in designated areas only and all imported items should remain for at least 72 hrs before being despatched to the distributors/retailers, AAPSU suggested.
To avoid crowding, the even/odd registration number plate policy of vehicles on alternate days except for essential services can be adopted, the letter stated. Opening of shops on earmarked weekdays based on their types have also been suggested, with exception of only medicine shops, which the union felt should remain open daily. To contain spread of the virus, the current ban on weekly markets/public, religious & social gatherings/festivals/bars should be prolonged with more vigilance on hotels. To make sure that no Arunachalee student or citizen stranded outside suffers hardship due to lack of bare essentials, AAPSU has appealed the state to enlarge the existing committee comprising the OSD to CM Lham Tashi and Special Secretary to CM Pranav Tayal.
Suggestion for rescheduling the APPSC preliminary examination fixed on April 17 has also been made. Through the letter, AAPSU has expressed gratitude to the CM for his leadership and efforts in combating the pandemic in state.
