Itanagar, Jul 2: A team of the All Arunachal Pradesh Students’ Union (AAPSU) led by its President & General Secretary today called on Chief Minister Pema Khandu and submitted separate memorandums to draw his attention to a host of issues ranging from law & order, health and education adding that it be treated as pre-budget suggestions.
Taking serious note of the brutal killing of Tirong Aboh and ten others on May 21 in Tirap and terming it as the rarest of rare incident and a dark period in Arunachal politics, AAPSU in its memorandum has called for demonstration of strong ‘political will’ from both the BJP led state and central governments to resolve the turmoil in TLC region. A fast-track investigation by National Investigation Agency (NIA) in a time bound manner in the case has also been sought besides highlighting  of the need for stringent steps to flush out insurgent groups from this region. 
Opposing strongly to the move for temporary settlement of Chakma and Hajong refugees in the state, the union has demanded complete deletion of all enrolled Chakmas and Hajongs from the electoral rolls with no further entertainment of fresh applications by the State Election Commission. Drawing attention to the boundary disputes, both inter-state with Assam & Nagaland as well as international borders which has resulted in frequent violence and tensions, the union has reminded that a strong political will is the need of the hour to resolve the issue. Taking note of the offspring issue, AAPSU has urged the state government to do the needful besides initiating legislations on marriage, customary laws etc. to protect the indigenous people of the state.  Blanket ban on the issue of domicile certificate to non-tribals/outsiders has also been sought by the union.

It has further sought for water treaty for all rivers originating from China and special fund package for containing Siang floods. 

Submitting the memorandum on health issues, AAPSU has urged the state government to address the shortage of manpower and infrastructure  being acutely felt in the upgraded health institutes and has  suggested for permanent moratorium of creation of new as well as upgradation of existing health institutes without creation as well as sanction of adequate posts for the same. Adding further to the issue of manpower shortage, it has also requested the government to recall all the doctors serving in various departments on deputation basis with immediate effect.  
For betterment of education scenario in state, AAPSU incorporated various points in its memorandum which are
demand for regular disbursement of SSA/ RMSA teachers’ salary, timely disbursement of stipend and scholarship to students, immediate recall of all teachers serving on deputation at various departments,
establishment of CBSE sub-regional branch office in Arunachal Pradesh, one-time budgetary allocation for full-fledged establishment of Arunachal University at Pasighat,   establishment of Government B.Ed. College and introduction of  subject disciplines such as Anthropology, Sociology and Science streams in various colleges. It has also stressed that appointment of DDSE should be given only to the experienced principals who have experience of at least five years and no political appointment should be entertained. One time grant for overall infrastructure development of educational institutes in the state and budgetary grant for establishment of School for Children with Special Needs were also parts of the memorandum.
