ITANAGAR, Aug 23: The apex students’ body of the state said that lack of a functioning law to check the offspring of tribal women married to a non APST father and fraudulently availing rights in the name of APST is a dangerous menace posing a great threat to tribal society and it will not tolerate any further delay by the government on the matter.
A delegation of All Arunachal Pradesh students' union (AAPSU) led by its president Hawa Bagang, general secretary Tobom Dai and accompanied by All Nyishi Students’ Union (ANSU) general secretary Gora Rikam today called on Minister for Social Justice, Empowerment and Tribal Affairs (SJETA) Alo Libang at his office here and expressed the union’s displeasure at the inordinate delay in publication of the draft proposal relating to existing system of issuing "APST certificates to offsprings of Non APST father and APST mother" even after completion of almost one and half year time period and after two meetings.
After relentless persuasion by AAPSU, the state government finally agreed to constitute an all party high power committee including members from all the political parties, AAPSU, AITF, APSCW under the chairmanship of minister SJETA Alo Libang and secretary SJETA Niharika Rai as the member secretary. The first meeting was convened on 19th February 2020, followed by the second on June 29th the same year.
The inordinate delay in publishing the basic draft proposal even after a lapse of one and half year and several sittings and verbal pleadings amply reflects the non serious attitude of the concerned department on the all important issue, Bagang said.
ANSU GS Gora Rikam stated that the union has taken cognizance of the issue and wants early tabling of the Bill in the state assembly. The union strongly supports the demand of the apex students’ organisation in the interest of the indigenous people and condemns the department for intentional delay, he said.
The minister assured the team that the process will be expedited on a time bound manner without further delay once the member secretary who is currently out of station resumes office this month end,
