ITANAGAR, Sep 2: The All Arunachal Pradesh Students' Union (AAPSU) has alleged misappropriation of public money by Capital Deputy Commissioner Prince Dhawan of NH 415 four laning from Chandranagar to Papu Nallah. The AAPSU has stated that, it has collected all reliable information regarding the disbursement of the compensation money and found that DC Capital has misused the compensation amount.
In many cases, several structures are still intact though the compensation money is paid and the DC has prepared several agriculture, horticulture and forestry items which do not exist practically. The AAPSU appealed the government that the Capital DC should be immediately removed from the Administration and independent inquiry committee should be set up to study the matter within a speculated time of 15 days. It further clarified that the allegation does not mean to halt the construction work of the Highway which should continue smoothly. The Union will submit its complaint letter to the SP of SIC (Vigilance) on Monday.
Demanding a probe by Special Investigation Cell (SIC) against the DC, Convenor AAPSU, Tatung Taga claimed that Ministry of Road, Transport & Highway (MoRTH) had allocated a sum of Rs 42,63,29,377 to the Capital Complex Deputy Commissioner to clear the compensation for structures including agriculture, horticulture and forest items beyond RoW (30/40 metre) of NH-415 from Chandranagar to Banderdewa. An additional Rs 8. 95 crores was also allocated from the state government for compensating the encroachers for the self-demolition of the structures within RoW (15/20 metre) of NH415 from Changranagar to Papu Nallah.
However, the DC even after paying huge compensation amount against many structures along the said stretch has not dismantled the same. “Many other structures are still standing or partially dismantled even after payment of huge compensation amount to respective owners,” Taga alleged and held the DC responsible for such discrepancies and demanded initiation of immediate investigation against him.
While informing that the AAPSU team headed by Taga himself had surveyed the four-laning work and during the survey, it was found that the specified 30 meters within the township area and 40 meters in open space were not maintained in the said stretch thereby totally violating the whole four-lane concept.
Taga also alleged that the assessment /bill prepared by the DC was mostly false and fabricated and not as per the ground realities. The Union strongly demanded the state government to investigate and book the DC Capital under appropriate section of law and Prevention of Corruption Act, 1998 within 15 days failing which it threatened to take its own course of democratic movement.
