ITANAGAR, Mar 15: 948 villages in Arunachal Pradesh haven’t been connected with PMGSY roads, informed  Minister RWD Honchun Ngandam while replying to a query by  MLA Tapuk Taku in the ongoing Assembly Session. 
Ngandam in a written reply disclosed that at least 550 habitations are connected by all-weather roads (AWR),886 habitations connected by Fair Weather Roads (FAR)  on which black topping work is in progress. However, 948 villages have not been connected as they are not eligible under the PMGSY programme.
While responding to the query, whether there is an action plan to start construction works in unconnected villages, the Minister stated that at the moment there is no such state policy to establish connectivity to the villages which were not eligible under the PMGSY programme.
Further, responding to the reason behind the delay of completion of PMGSY projects, the Minister said "The state is blessed with excessive rainfall & long lasting rainy season, and snowfall contribute to adverse weather conditions resulting in less working season. In the state hardly 4 to 5 working months is available for execution of work in a year."
Difficult hilly terrain, inaccessible & geographical challenges,  remoteness & inadequate logistics, scarcity of construction material etc were cited as other constraints.
"Moreover, due to COVID-19 pandemic in the last two years & consequent movement restrictions imposed by the administration both intra district & interstate also impacted the work progress," replied the Minister.
