ITANAGAR, Mar 7: Education Minister Taba Tedir has informed that the process of regularization of 400 SSA teachers of Integrated Schemes for School Education (ISSE) on seniority basis is currently on the verge of completion.
Elaborating on the long pending issue of job regularisation, Tedir informed that almost all of the exercise for regularization of ISSE teachers has been completed except for some issues that are pending with the Finance department. “Moreover, to absorb the ISSE teachers we also need to create posts and as soon as all these issues get cleared, the department will absorb them on seniority basis,” the Minister asserted.
Responding to a query on irregular salary of ISSE teachers, he said such problem will not arise and salary till March has been released and that of the next three months will also be released in advance. “Now the teachers don’t have to worry about their salary and although there were some issues four-five years ago, now even if the Central government delays in releasing the central share, state government will pay their salary,” added Tedir, while appealing the teachers to concentrate on their job to improve the state’s education sector.
Acknowledging the problems of quarters and infrastructure development of schools in remote areas, the Minister stated that for such needs government has flagship programme like the Chief Minister Samast Shiksha Yojana (CMSSY) . “Under this scheme, we have sanctioned Rs 4 crore in 2018-19 and Rs 2 crore in 2019-20 for every district and in this financial year too, we are earmarking fund to overcome such issues,” he informed. "We don’t have scarcity of teachers; the fact is we have failed to rationalize the teachers. To address this problem, we have brought the Arunachal Pradesh Teachers Transfer & Posting Policy,” Education Minister responded when asked about non-availability of teachers in various schools. He also added that the Department has already recruited more than thousand teachers in both TGT & PGT categories through APPSC recently and soon they will be transferred to teacher deficit schools.
When asked about strategies to improve the pre-primary education scenario, the Minister said to improve this there is need to give stress on the basics and as such, from this year government has started pre-primary education in at least 341 government schools. “We have also trained some teachers so that they could be specialized to take the pre-primary classes,” the Minister informed.
