ITANAGAR, Dec 14: Expressing concern over the sluggish pace of investigation in the Toko Yame murder case, the East Kameng Social Welfare & Cultural Organization (EKSWCO) and All East Kameng District Students Union (AEDKSU) served a one month ultimatum to the state government demanding immediate arrest of the wrongdoers involved in the murder.
Toko Yame, a student of class-XII at the government higher secondary school, Tawang went missing following a scuffle with students of Jawahar Navodaya Vidyalaya (JNV). On 23 September 2017, a week later, his decomposed body was found near Biga waterfall in the township.
Accordingly, a case was registered at Tawang police station under PS Case No. 29/2017 U/S 363/302. 
Addressing media persons at the press club here today, EKSWCO general secretary, Nikam Tallang said that the state government should make sure that the demands are met within a month from today or face further course of action.
He said that the organization and the victim’s family have waited for three years for justice which is yet to be delivered. The organization demands a speedy and fair trial in the case and immediate re-arrest of all wrongdoers involved in the murder.
“All twenty persons arrested earlier in connection with the case and later released on bail should be re-arrested for clear and fair investigation,” he said
Demands also include immediate suspension of police personnel on duty on the day of the scuffle, CBI probe with full financial and logistic support by the state government.
Earlier, the CBI had refused to handle the case citing that the case has no inter -state ramification including resource crunch, Tallang said, adding that it is the duty of the state government to provide CBI with enough resources for investigation.
Claiming that despite several requests, the medical department has not provided the post-mortem report to the family, he urged that the same be provided immediately.
"EKSWCO and AEDKSU should not be blamed for any untoward incident which might happen following the failure of the state government to fulfill the demands within a month," Tallang added.
Father of the deceased¸ Koya Yame said that his son going missing and his murder was a pre-planned move. 
"The murder of my son was on communal lines, against a ‘Gidu’- a term used to refer to non locals of Tawang. The scuffle between my son and others was completely a communally motivated crime," he added.
Terming the decision of the state government to shift the case from SIT to CBI as ‘eyewash’, he said "Before, the situation turns communal, I request the state government and Chief Minister Pema Khandu to deliver justice to my family which has waited for three years."
He also said that the doctor denied providing the post-mortem report to him despite repeated requests.
Meanwhile, AEDKSU president Chakang Yangda informed that AEDKSU and EKSWCO have also submitted a joint memorandum demanding the same to the state home department.
“Surprisingly, there is no response to the demands till date. Moreover, we see a clear lack of seriousness on the part of law enforcement in delivering justice to the victim's family till today,” he added.
