ROING, Sep 4: The 12-hour dawn-to-dusk bandh called by the All Idu Mishmi Students Union (AIMSU) paralysed normal live in both Dibang Valley and Lower Dibang Valley districts today. AIMSU had called the bandh to protest against the lackadaisical attitude of the state government and the National Hydroelectric Power Corporation (NHPC) in releasing compensation to the land affected people of the 2880MW multipurpose mega dam project.
"We have repeatedly submitted representation to the concern authority. Moreover, we also submitted a 15-day ultimatum to NHPC seeking their reply but they failed to respond compelling us to take to the streets in protest," said General Secretary AIMSU, Mompa Linggi.
There is a single point demand ‘No Compensation – No Dam’, said the AIMSU General Secretary  while adding that two years have passed since the project was awarded to the NHPC. "So if the government  and  NHPC fails to respond to our demands , we will continue our agitation and if any law & order problem crops up then they would be responsible," he asserted.
The NHPC meanwhile asserted that it is ready to release the compensation.
"We have no issue to release the compensation but the state government should come up with proper legal frame work to pay compensation--  movable and non-movable assets as the state doesn't have proper Land Act and most of its area is under Un-classed State Forest (USF)," said General Manager-NHPC, BP Rao. He further said that until the compensation issue is sorted, NHPC won’t start work.

The GM also asserted that NHPC is providing compensation under livelihood loss rights , traditional-cultural rights and others which are under legal frame work.
The bandh was also supported by Project Affected Peoples Forum, Dibang Valley District Students Union , students and public.
