The Centre on Friday took the decision of extending the prevailing nationwide lockdown till May 17 and the third leg has come with some relaxations based on zones. This edition will be characteristically different from the earlier two, since from a total standstill state, first signs of a staggered exit is visible, with the principal intention being to set into motion the wheels of the sinking economy. After redrawing of zones, all the 25 districts of Arunachal Pradesh have now earned the ‘green zone’ tag, which effectively means the state in entirety can think of resumption of economic activities. But, although it’s no doubt a hard-fought achievement, a good part of the challenge will begin from May 4, since a small slip will result in ‘downgrade’, implying a return to the earlier regimented ways of existence. This is a challenge which must be shouldered equally by state administration and citizens and the motto must be to carry on with the green label throughout the approaching two weeks by all means officially enumerated, also extracting as much mileage through engagements in economic activities.

The list provided by the Union MHA is an exhaustive one of dos & don’ts in terms of activities that will be allowed zone-wise and green zones being most risk-free are to enjoy the maximum. The most welcoming aspect of the new guidelines is opening up of goods traffic including inter-state movement which Arunachal desperately needs for infusing life to its shrinking supply chain of essential commodities particularly the packaged ones. Buses will be allowed to move in state although with 50 % capacities to maintain the social distancing norm and all industrial and construction activities, inclusive of rural areas and most importantly agriculture-related activities will be allowed. In a great relief to small traders & businessmen, all standalone & neighbourhood shops and those located in residential complexes have been allowed to open without distinction of essential and non-essential goods. Sale of liquor, tobacco etc have been allowed with the rider of maintaining the minimum six-feet social distancing directive and E-commerce activities for items including non-essentials have also received the nod. The guidelines even if disallow travel by air, rail, inter-state movement by road, running of all educational institutions, hospitality services etc have at least addressed the economic necessities which is vital for making good the huge revenue loss caused to the state exchequer due to lockdown.

 But, it’s equally important that there is continuance of all existing preventive protocols such as wearing of masks, social distancing etc. Arunachal can’t afford to show laxity regarding these and invite orange or red embargoes. It’s time for all-out efforts to honour the green tag by observing, in particular, the don’ts with sagacity.
