Any report or index which throws light on developmental aspects are generally something to think upon seriously, and specifically so, if prepared by government. On the eve of Good Governance Day on December 25 last, Central government has published the Good Governance Index (GGI) which is a statewise reflection of the quality of governance that are being delivered to citizens of the country. All states and UTs have been covered under three categories- Big States, Northeast & Hill States and UTs. Arunachal Pradesh comes under NE & Hill, and painfully, is in the last position in terms of Composite Ranking. Any downgrade of ranking, under whatsoever yardstick, is a cause of distress. But, over and above, what is more important is to take it as a source of stimulation for doing better next time and prove detractors wrong. Arunachal must also do the same, without wasting a day, and do justice to the spirit of the GGI which spells out its primary objective as- “to enable all states and UTs to formulate and implement suitable strategies for improving governance and shift to result oriented approaches and administration.”
The term ‘competitive federalism’ has shot into prominence these days and among a host of factors that add to furtherance of the idea, governance or the effective ways and means a government (State or Centre alike) adopts to deliver services to people, is always a key one. GGI, which has been prepared taking inputs from various consultation meetings with stakeholders, including the States & UTs during 2017, aims to serve this part and choses as many as 10 sectors which, in somehow or the other, exert direct and impactful influence on citizens. Arunachal, falling under NE & Hill Group (total 11 states) has been ranked at 9th in Agriculture & Allied Sectors and Commerce & Industries, 11th in HRD, 10th in Public Health, 11th in Public Infrastructure & Utilities, 8th in Economic Governance, 7th in Social Welfare & Development and 10th in Judicial & Public Security. And from the Composite Ranking, the state, among this 11-state group, is not even among the first five and ranks 11th, which is the last. The index has provided some great insightful details and pinpointed the areas which are weak, needing immediate attention. Just as it is important for Arunachal to analyse what went wrong, it will also be appreciable if the Centre suitably comes in aid in the rectification process, since it’s a state that hasn’t got the desired developmental focus since decades.
But, greater part of the onus must be shouldered by the state itself through more fine-tuning of machineries engaged in delivering governance that would draw citizens’ praise. Let this be taken as a challenge.
