The Arunachal Pradesh Public Service Commission (APPSC) has received a lot of brickbats and few bouquets in the conduct of the just concluded Civil services preliminary examinations. The Commission received more brickbats  since it has allegedly faltered in conducting a fool-proof examination for the important posts of the state where today’s students become tomorrow’smoulders of Arunachal’s socio-economic fabric.  But a strong fabric cannot be woven in the warp woof of someone’s imaginary loom. So is the case with the future bureaucracy. The question being asked in concerned quarters is: Is the APPSC capable of bringing up a bureaucracy that will be futuristic and all encompassing? Nilly willy, the goof ups seem to have become APPSC’s leitmotif.

The wise men and women sitting in the Commission headquarters are caught in a whirlpool of muddied waters as they seemed to lack the wisdom and wherewithal to hold competitive examinations for the state. The complaints have been pouring in since the last few years questioning the efficacy of the Commission to conduct such important examinations. The Commission’s reported “sourcing out” of setting of question papers has received flak and shows that the Commission never set up an expert panel internally to set question papers. If this is true then it is a very sad commentary to make. 

But at the same time, should we put all the blame on the Commission itself. Set up as a statutory body as far back as 1988, when Arunachal was educationally so backward and the nascent state was trying to find its moorings, initially the Commission’s job was easier. But times have changed and the state’s education scenario too. There are now an army of well educated young men and women waiting for an opportunity to serve their state. But the Commission is handicapped, rather besieged, with pull and push from political masters, student bodies and all and sundry. We have seen what happened in the neighbouring state of Assam where ACS posts were auctioned off and many who have passed through backdoor are now counting the bars they are put behind. Let’s hope such a sorry state will not happen here. What is needed is to make APPSC a truly autonomous body bereft of manipulation from one and all.
