ITANAGAR, May 20: In a move to streamline operations and boost efficiency across agricultural sectors, Gabriel D. Wangsu, Minister for Agriculture, Horticulture, Animal Husbandry & Veterinary, Fisheries, Legal Metrology & Consumer Affairs and Food & Civil Supply, chaired a comprehensive review meeting of all agriculture and allied departments at Civil Secretariat, Itanagar today.
The meeting focused on multiple strategic initiatives aimed at improving departmental functioning and addressing manpower shortages. Wangsu directed officials to conduct detailed mapping, geotechnical assessment and photographic documentation of all existing government establishments and land holdings to facilitate proper roadmap for upgradation of infrastructure across districts.
A major emphasis was placed on human resources management, with departments instructed to compile comprehensive data on current manpower deployment, particularly focusing on vacant positions at entry level. "These requirements must be projected appropriately to enable balanced staff deployment across all districts, including newly created ones," the Minister stated.
Minister Wangsu stressed the urgent need for policy development, specifically directing that fisheries and animal husbandry policies be formulated within a year. Progress on these policies will be reviewed by the Minister every fifteen days, with departments required to provide regular updates.
For recruitment purposes, the Minister mandated the formulation of proper Recruitment Rules (RR) for entry-level positions, stipulating minimum qualifications of Class 12 (Science), graduate or post-graduate degrees to ensure qualified, educated youth find employment opportunities in these departments.
The meeting also addressed the establishment of Project Monitoring Units (PMUs), either department-wise or collectively. Departments were instructed to submit cost estimates for these units to the Secretary of Horticulture.
The ‘Catch Them Young’ training scheme came under review, with directives to thoroughly examine all associated costs. Additionally, Minister Wangsu instructed that at least one agenda item out of multiple issues challenging the agriculture and allied departments should be presented for final resolution every month.
Departments have been given two months to prepare comprehensive reports on these initiatives. The review meeting was attended by all senior officers from the agriculture and allied departments.
