MAHADEVPUR, Oct 12: The demand for Permanent Residence Certificate (PRC) has resurfaced in Lekang, as thousands of people rallied together in a demonstration organized by the All Moran Students Union, Moran Unnayan Parishad, Moran Jatiya Mahila Parishad, and Moran Kala Sanskriti Vikash Kendra here on Thursday.
Addressing the gathering at the rally, Hurojit Moran, Secretary Legal Affairs of the All Moran Students Union, emphasized that the purpose of the rally was to petition the state government for PRC. He stressed that PRC is a fundamental legal right for the Moran community as they are the indigenous people of this land, asserting that they are not outsiders or refugees.
Further, Hurojit also claimed that it was clear before the 2019 incident that PRC would be granted to the people of Lekang. "Even the apex body of the Khamti Society of Namsai had consented to this, along with other community leaders. Regrettably, due to the interference of certain “goons” from Itanagar, this process was disrupted, leading to violent riots," he said.
He threatened that if the government fails to grant PRC to the Moran Community before the 2024 general election, they will launch a massive protest against the state government.
Bitupon Moran, General Secretary of the Assam Moran Sabha, who came to support his community living in Arunachal, asserted that in 2019, Deputy Chief Minister Chowna Mein had recognized the Moran community as indigenous people of Arunachal and had promised to grant PRC to the Moran Community.
The absence of essential legal documents like PRC and LPC has left the Moran community in Arunachal without access to government benefits. Bitupon further stated that if the government fails to respond this time, they will escalate the protest at the national level.
Prior to the rally, the union submitted a memorandum to the Chief Minister of Arunachal Pradesh through the Extra Assistant Commissioner of Lekang Administration. They demanded swift resolution of the issuance of PRC to the Moran Tribe of Lekang Circle, as well as educational stipends, scholarships, and reservations for higher education in fields such as medical, paramedical, and technical courses. They also called for service reservations based on categorization and percentages, old-age pensions for the elderly, and widow pensions for the Moran tribe that has resided in Lekang Circle for time immemorial. In addition, they requested the issuance of Land Possession Certificates for commercial purposes and for the implementation of government schemes.
