ITANAGAR, Nov 28: The PMKSY Scam Joint Action Committee has called on the state government to immediately halt further allocation of funds under the Pradhan Mantri Krishi Sinchai Yojana (PMKSY) scheme, citing alleged widespread misappropriation.
Accusing the Rural Development (RD) department of gross negligence, the committee has submitted a formal complaint (FIR) to the State Investigation Cell (SIC) of the police. Simultaneously, they have presented a memorandum to the Chief Minister and Chief Secretary urging swift action.
Committee's issue Chairman Maji Tayem, expressed concern that despite a substantial sum of Rs. 400 crore being sanctioned by the central government for the 2021-22 fiscal year, the PMKSY scheme aimed at ensuring proper water supply to farmers has not been effectively implemented on the ground.
Tayem highlighted that, according to physical verification and information obtained through the Right to Information (RTI), the RD department failed to execute the scheme adequately in various districts. He alleged that payments were made to contractors without the necessary submission of utilization certificates and on-the-ground verification, indicating a significant deviation from established norms.
"The department (RD) made payments to the contractors without the submission of the utilization certificate and ground verification of the project. This clearly indicates the carelessness of the officials and huge misappropriation of funds. Therefore, we demand the state government to suspend the Director and Joint Director under the department for proper investigation by the SIC," said Tayem.
PMKSY Scam Joint Action Committee is also calling for an inquiry into the Finance & Accounts department, which sanctioned the funds to the RD department without proper document verification.
"I belong from the 11-West Seppa East Assembly constituency, and I have not seen a single PMKSY scheme being actually executed as per the norms. The Bana block of the constituency has been sanctioned the highest funds under the scheme. However, not a single work has been executed on the ground," claimed Tayem.
Meanwhile, Tai Shiva, the spokesperson for PMKSY Scam Joint Action Committee, emphasized that the PMKSY scheme is intended for the entire 60 constituencies of the state. Under the scheme, storage of irrigation water is supposed to be built across a minimum of 200 hectares in respective locations.
Shiva alleged that out of the total allocated amount of over Rs. 400 crore from the central government, the RD department has released Rs. 160 crore till date.
