PASIGHAT, Jul 22: East Siang Police has arrested 11 individuals in connection with the death of an inmate at a rehabilitation centre.
In a shocking turn of events, Olip Litin Mukherjee, a 21-year-old resident of Gumin Nagar, was declared dead on arrival at a local hospital on July 20 last. The victim’s mother, Mohimang Litin, filed an FIR alleging that her son had been assaulted and beaten to death by the staff at the Serene Life Foundation Rehabilitation Centre,Pasighat.
Upon receiving the complaint at around 11:30 AM, the Pasighat Police, under the supervision of East Siang Superintendent of Police Dr. Sachin Kumar Singhal, promptly registered a case under Section 103(1)/3(5) BNS and initiated an investigation. A team led by SDPO Pasighat, along with the OC and IO, visited the rehabilitation centre, conducting a thorough examination and documentation of the site.
Eleven individuals suspected to be involved in the fatal incident were apprehended. Preliminary investigations revealed that the rehabilitation centre was operating without the necessary permissions from relevant authorities. The police conducted inquest and post-mortem examinations, adhering to all medico-legal procedures.
The investigation uncovered sticks and batons, allegedly used in the assault, which were recovered from the scene. The seizure process was meticulously documented on video. Additionally, the DVRs of four CCTV cameras capturing the incident were seized in the presence of independent witnesses, ensuring transparency.
The eleven suspects were formally arrested following legal protocols and presented before the Chief Judicial Magistrate (CJM) Pasighat, who granted a five-day police custody for further investigation. Medical examinations were also conducted on 15 other inmates who sustained injuries during the incident.
The Deputy Commissioner’s Office in Pasighat has been informed to take appropriate actions against rehabilitation centres operating without proper authorization.
Early findings suggest that the altercation began when some inmates attempted to leave the centre. The management's response, allegedly involving physical punishment with sticks and batons, resulted in Olip Litin Mukherjee’s death.
The Pasighat Police are continuing their investigation, recording detailed statements from injured inmates and the accused to gather more evidence and clarify the circumstances surrounding the incident. (DIPRO)

APWWS condemns
inhumane torture on inmates at rehab centre
Itanagar: The Arunachal Pradesh Women’s Welfare Society (APWWS) while expressing concern for the safety of inmates has strongly condemned such inhumane torture and insisted that the person(s) guilty must not be spared. A rehabilitation centre is a place for reformation, not a torture cell, it said APWWS while appealing to the government to frame clear guidelines, rules, and regulations for running such private institutions. These centres should be registered with the government, and regular inspections must be conducted to ensure their proper functioning, it said.
