ITANAGAR, Oct 12:  The Itanagar Capital District Administration has rejected a request from the Pan Arunachal Joint Steering Committee (PAJSC) to conduct a sit-in protest for the past two weeks in relation to the infamous APPSC cash-for-job scam, alleged the body which has been spearheading the fight for justice in the APPSC Cash-for-Job scam.
PAJSC Vice Chairman Tadak Nalo, today informed that despite their efforts, the Deputy Commissioner ICC, had directed the committee to seek permission from the Chief Secretary and Principal Secretary of the Home Department. However, the Chief Secretary clarified that the DC has the authority to grant permission and even communicated this directly to the DC, Nalo claimed.
"The situation has raised suspicions that the DC is intentionally obstructing the committee from obtaining permission, possibly due to pressure from higher government officials or other undisclosed motivations," Nalo said.
The APPSC cash-for-job scam is a matter of great concern for the people of the state, and the PAJSC emphasized that they would continue their visits to the DC office until permission is granted. They asserted their right to peaceful protest and pledged to comply with the law, expressing their opposition to any 'bandh call'.
In response to these claims, Deputy Commissioner Talo Potom explained that the committee was seeking permission for an indefinite 'dharna' related to the APPSC cash-for-job scam. He noted that the DC office must adhere to certain regulations and requested the committee members to obtain a 'no objection certification' (NOC) from the capital SP office to ensure adequate security arrangements for the said protest.
The SP office had authorized a one-day dharna for the PAJSC. The DC asserted that he could not contravene the directives of the SP office and questioned who would be held responsible if he permitted an indefinite dharna that resulted in issues during the protest.
DC Potom also mentioned that he had initially granted permission for a four-day dharna but reduced it to three days following correspondence with the state government. He clarified that it was now mandatory for any group or individual to obtain an NOC from the police department for any dharna exceeding one day.
Potom stated that he had sent a written letter to the PAJSC, explaining that the DC did not possess discretionary power to grant permission for any protest or dharna. The DC office would grant permission once an NOC from the police was obtained, ensuring that law and order was maintained, and the participants health was safeguarded.
